Township of Hamilton Appoints Brian Gilmer as CAO

On behalf of the Mayor and Members of Council, the Township of Hamilton is pleased to announce the appointment of Brian Gilmer as Chief Administrative Officer (CAO).

Mr. Gilmer brings a wealth of municipal experience and leadership to the Township, having worked in municipal government since 2011 across four municipalities in Ontario. Most recently, he served as Director of Corporate Services for the Municipality of Port Hope, a position he held for ten years. In that role, he was key in strengthening corporate and operational functions across the organization.

During his time with Port Hope Brian also served as Interim Chief Administrative Officer for a six-month period, and guided the organization through complex initiatives, ensured continuity of operations, and delivered measurable improvements in service delivery, corporate alignment, and overall organizational performance.

“Council is very pleased to welcome Brian Gilmer to the Township of Hamilton as our new Chief Administrative Officer,” said Mayor Scott Jibb. “Brian’s deep roots in Northumberland County, combined with his extensive municipal experience, make him an excellent fit for our community. He understands the realities and opportunities of rural municipalities, values strong relationships with staff and Council, and brings a practical, thoughtful approach to the local level. We are confident his leadership will support our Township’s long-term stability and continued service to residents.”

With strong local ties and a demonstrated commitment to effective governance, Brian is known for his collaborative leadership style and community-focused approach.

The Township has a dedicated and professional staff, and I am eager to work collaboratively to support Council’s vision and continue delivering reliable, responsive services to the community. Mr. Gilmer was formally appointed at the December 16, 2025 Council meeting, and he will officially begin his role on Monday, January 5, 2026.

The Township of Hamilton looks forward to welcoming Brian to the organization and working together to advance strategic priorities and continue delivering high-quality municipal services.

The Chief Administrative Officer (CAO) is the Township’s most senior staff member and is responsible for the day-to-day management of municipal operations. Reporting directly to Council, the CAO leads Township staff, oversees municipal services and programs, and helps carry out Council’s decisions and priorities. The CAO works to ensure services are delivered efficiently, responsibly, and in the best interests of the community.
