Exclusive – Winter Parking Tickets Cancelled for Cobourg Mayor Lucas Cleveland

β€œIt is the Mayor’s and we are working on a solution,” stated Kevin Feagan (Manager, Bylaw Enforcement and Licensing) in a e-mail.


As a result of a Freedom of Information request Today’s Northumberland learned that Manager of Bylaw Enforcement told his staff to β€œhold off any further enforcement” of the Mayor’s vehicle regarding overnight parking.

The incident involves winter parking which came into effect on November 1, 2025.

The by-law states, that no person shall park a vehicle on designated collector and arterial roads between November 1 and March 31, which is the winter parking season, between the hours of 2 a.m. and 7 a.m.

Cobourg Mayor Lucas Cleveland lives on one of the streets that are governed by winter parking by-law.

At least two winter parking tickets for overnight parking were cancelled for Cobourg Mayor Lucas Cleveland, Today’s Northumberland has learned.

On November 20, 2025 a member of the public reached out to Today’s Northumberland saying they spotted numerous tickets on Cleveland’s vehicle which is regularly parked along King Street.

Today’s Northumberland applied for a Freedom of Information request on November 24, 2025 asking for correspondence between Cobourg Mayor Lucas Cleveland, Kevin Feagan (Manager, Bylaw Enforcement and Licensing), Angela Stewart (Municipal Law Enforcement & Licensing Coordinator) and Brent Larmer (Director of Legislative Services and Municipal Clerk) inclusively from November 1, 2025 up to November 24, 2025 regarding parking bylaw infractions, subsequent payment or quashing and special parking permission during winter parking wherein the Mayor may have received parking infractions.

β€œPlease hold off any further enforcement of this vehicle. It is the Mayor’s and we are working on
a solution,” states Feagan in a e-mail to by-law officers on November 20, 2025.

Stewart replied to the e-mail the following day.

The importance of the e-mail was β€œhigh” and the title was concerning a β€œTemporary Winter Parking Permit Issued to Mayor.”

Some parts of the e-mail were redacted, but Stewart’s e-mail to Municipal Law Enforcement Office states:
β€œGood afternoon,

Please note, the Mayor’s vehicle, ———, plated , usually parked at ——-, has been issued a Temporary Winter Parking Permit (TWP). This permit provides this vehicle with exceptions to winter maintenance, Part 6.1.d of Parking Bylaw 048-2023, November 1 to March 31, 2am to 7am restriction. It does not permit exceptions to Part 15.1.a of Parking Bylaw 048-2023, parked that obstructs the removal of snow from the streets.

Do not hesitate to contact the undersigned for additional details.”

Larmer reached out to Feagan stating, “This works for me, and I agree to cancel the tickets.”

Feagan replied stating he looked over the, “applicable section” of the Parking By-Law.

“I am recommending issuing the Mayor a Temporary Parking Permit for his address on ——–. The
permit would exempt him from the provisions of the 2-7 restriction and be conditional for the winter
season.

He would still be subject to the provisions of obstructing snow removal in the event there is a snow event and the plow/sander had to divert their path around the vehicle. It is understood that the temporary permit is being granted in the interests of public safety and/or property damage mitigation.

Let me know if you are in agreement and we will issue that permit today.

Also I see that Hollie issued another ticket to the vehicle last night despite my attached message to
the team. If you are in agreement, I will void each of the two tickets currently in issued status.
