OPP Officer Charged with Manslaughter in Fatal Shooting at Turkey Point

The Director of the Special Investigations Unit, Joseph Martino, has reasonable grounds to believe an Ontario Provincial Police (OPP) officer committed a criminal offence in connection to the fatal shooting of a 22-year-old man last August in Norfolk County.

The investigation found that on August 12, 2025, OPP officers on Lake Erie attempted to stop the operator of a personal watercraft. The man did not stop, parked the watercraft at the MacDonald Turkey Point Marina and entered a wooded area on foot. In the course of his subsequent arrest, an officer discharged his firearm at the man. The man was pronounced deceased at the scene.

As a result of the SIU investigation, Cst Quade Odrowski is charged with one count of manslaughter, contrary to section 236(a) of the Criminal Code. He was arrested at SIU headquarters earlier today and subsequently released on an undertaking with conditions.

Cst Odrowski is required to appear before the Ontario Court of Justice at 50 Frederick Hobson VC Drive, in Simcoe on June 2, 2026, at 9 a.m.

As the matter is before the courts, and in consideration of the fair trial interests of the accused, the SIU will not provide further comment on the investigation.

The province’s Special Investigations Unit is investigating the circumstances surrounding a fatal police-involved shooting that occurred yesterday in Turkey Point.

Preliminary information suggests the following:
At approximately 1 p.m. on August 12, 2025, Ontario Provincial Police officers were on the water near Turkey Point Marina when they spotted a personal watercraft that got their attention.
Officers attempted to get the operator to stop.
The man headed to the marina, exited the personal watercraft and ran into some bushes adjacent to the marina.
Officers set up a perimeter.
There was an interaction between police and the man. One officer discharged an Anti-Riot Weapon ENField, and another officer discharged his firearm. The 22-year-old man appears to have been struck by both firearms. He was pronounced deceased at the scene.

Four investigators and three forensic investigators have been assigned to the case.

Statement by OPPA
On Thursday May 14, 2026, the Special Investigations Unit announced a charge of manslaughter against Provincial Constable Quade Odrowski of the Norfolk County Detachment. The charge relates to an on-duty incident that occurred at Turkey Point on August 12, 2025.

“The OPP Association supports Provincial Constable Quade Odrowski, and all of our members involved on the night of August 12, 2025, at Turkey Point. Our members have cooperated with the investigation led by the Special Investigations Unit, as mandated by law.

As part of the OPP Association’s support of PC Odrowski, we provide him with legal counsel and will fully support a legal defence as the matter proceeds through the justice system.

Anytime a police interaction results in the loss of life there are serious and far-reaching impacts for all those involved and affected.

The upcoming judicial process will be long and stressful and we urge all OPPA Members who are impacted by this incident to reach out for professional and or peer mental health supports.”
