Four individuals were arrested following the execution of a Controlled Drugs and Substances Act search warrant at a residence in the Town of Cobourg.
On February 12, 2026, as a result of an ongoing investigation into drug trafficking occurring in the Town of Cobourg, members of the Cobourg Police Service Criminal Investigation Bureau (CIB) and Port Hope Police Service CIB with the assistance of Cobourg Police Uniform Patrol, Belleville Police Service Emergency Response Unit and K9 Unit executed a CDSA search warrant at a residence in the area of Division Street and Swayne Street.
As a result of the investigation, police seized the following:
Approximately 25 grams of fentanyl
Approximately 78 grams of cocaine
Canadian Currency
Multiple cellphones
Weigh scales
Packaging materials
As a result of the investigation, 40-year-old Andrew Puffer, 42-year-old Matthew Raciunas, 36-year-old Amber Singer, and 37-year-old Natasha Morrison were charged with the following:
Possession for the purpose of trafficking Schedule I substance – fentanyl
Possession for the purpose of trafficking Schedule I substance – cocaine
Andrew Puffer was additionally charged with possession of proceeds of crime under $5,000, and Amber Singer was additionally charged with possession of a schedule I substance.
Andrew Puffer was held in custody for a bail hearing, while the other accused were released on undertakings with future court dates.
The total street value of the drugs seized was approximately $18 500 dollars. This amounts to approximately 240 fatal doses of drugs.
