Cobourg Mayor Lucas Cleveland Directs Staff to Prepare Report to Accelerate Affordable Housing

Under Strong Mayor Powers, Cobourg Mayor Lucas Cleveland has issued a notice on Friday, July 11, 2025.

 

Subject: Options and Recommendations for Building more Homes in Cobourg

Under the authority of Part VI.1 (Special Powers and Duties of Head of Council) of the Municipal Act, 2001 Sections 284.3 & 284.4 (Direction to Employees) the Mayor may direct staff:

I, Mayor Lucas Cleveland, hereby direct staff, under section 284.3 of the Act to:

1. The Director of Planning and Development prepare a report for Council to be presented at the September Regular Council Meeting outlining ten (10) to twenty (20) policy, financial, procedural opportunities that Council can consider and implement to make building of homes in Cobourg less costly, more effective and more efficient.

2. While developing the recommendations to be presented to Council, the Director shall consider and review all recent provincial, inter-provincial, and federal initiatives and legislation that have recently been introduced and implemented to date in order to accelerate housing construction to ensure that the Town of Cobourg in its recommendations are aligned with provincial priorities and federal opportunities for funding.

3. The Director shall also consider the recently presented Inter-Municipal Taskforce on Housing and Homelessness recommendations, the requirements needed to apply and be eligible for the Federal Housing Accelerator Fund, and research other municipalities within the province, and Canada, who have found creative and innovative ways to make housing development less costly and more efficient while
ensuring that current residents are not paying for the cost of development.

This Directive takes effect on July 11th 2025, and remains in effect unless and until it is revoked in writing by the Mayor in writing and filed with the Town Clerk.
