Breaking News – Northumberland County Withdraws Judicial Review Application

Following a Special Meeting of Council today, Northumberland County Council has made the decision to withdraw its application for judicial review of an enforcement order issued to the County on April 10, 2025, under the Town of Cobourg’s Emergency Care Establishment (ECE) By-law.

“The decision to pursue a judicial review of this order was taken seriously and deliberately. The County stands fully behind the contents of its application and the legal concerns raised—we believe the enforcement approach was flawed,” states Warden Brian Ostrander.

“However, County Council has no interest in prolonged and expensive public disputes, and will therefore pursue no further legal action pertaining to this order. As from the beginning, the County remains fully committed to working with the Town of Cobourg to ensure 310 Division Street continues to operate in a manner that meets the highest standards of safety and care. While we may not always agree on interpretation of the ECE By-law for this purpose, we share a commitment to the health, safety, and well-being of all residents, and strengthening our community.”
