Northumberland County-Wide Encampment Plan Will Be Discussed

Northumberland County council’s January meeting will include a discussion of a county-led encampment plan.

That is the recommendation of its Social Services Committee, following their meeting this week.

The item arose in correspondence from the Municipality of Port Hope, conveying their Nov. 26 council resolution to direct Mayor Olena Hankivsky (in her role as a member of county council) to introduce a motion calling for the development of such a plan.

The plan would provide for the human rights, health and safety of all residents and property owners. It would also clarify and define the role of the upper-tier government (in its role as regional service manager) and clarify the complementary roles and responsibilities of the lower-tier governments in which the encampments take place.

“I think the correspondence is very straightforward,” Hankivsky said.

“I think what’s really at the essence of this is a desire to understand what the roles and responsibilities are in the relationships between the two levels of government in these issues.”
