Video – Four Officers Sworn In As Members of the Port Hope Police Service

The Port Hope Police Service gained four new officers at a swearing-in ceremony on Wednesday, June 4, 2025.

The swearing-in ceremony was held at the Cobourg Courthouse with Justice Mark Moorcroft presiding over the ceremony.

After the ceremony, Moorcroft welcomed the new officers to the Port Hope Police Service stating, “congratulations to you. It’s my pleasure to confirm you all as sworn members of the Port Hope Police Service. On behalf of the courts I wish all four of you long, healthy and rewarding careers.”

Port Hope Police Chief Tim Farquharson said Inspector Gillard was formerly with the Northumberland OPP.

“We are so blessed to have Inspector Gillard,” said Farquharson.

“My weaknesses are her strengths.”

Inspector Gillard will be in charge of the day to day operations of the police service, keeping Port Hope and members safe.

“I’m fully confident we have the best person that we could possibly have for that.”

Constable Geoff Ellis was formerly a Sergeant in charge of two major crime divisions with the Toronto Police Service.

“We’re blessed to have his extensive knowledge, skills and abilities.”

Constable Kimball Marshall was formerly with the Cobourg Police Service.

“Probably one of the top people there – loved in Cobourg, knew everyone – Mr. Community.”

“Had a passion to come to Port Hope and we’re very blessed to have him.”

Constable David Taylor retired as a Staff Sergeant with Durham Regional Police Service and has extensive knowledge with guns and gangs. Taylor teaches at the Ontario Police College.

“The breath of knowledge we have with these four officers is incredible to keep our community safe and vibrant.”
