Update – Recapture of Inmate from Collins Bay Institution

On May 17, 2023, inmate Joshua Kohl was apprehended by the Kingston Police.

This inmate had been unlawfully at large from the minimum-security unit at Collins Bay Institution since May 16, 2023.

The Correctional Service of Canada and Collins Bay Institution are conducting an investigation into the circumstances surrounding the incident.

Ensuring the safety and security of institutions, staff, and public remains the highest priority in the operations of the federal
correctional system.
