Cobourg Seeks Input on Taxicab Bylaw and Potential Ride Sharing Programs

Drivers, passengers, owners and the general public are all encouraged to provide feedback on Engage Cobourg.

The Town of Cobourg’s Legislative Services Department is seeking input from taxicab owners, taxicab drivers, passengers and the general public to provide input on the current state of the taxicab bylaw and feedback on the services provided.

The Town of Cobourg’s Legislative Services Department administers Taxicab By-law 014-2014, a bylaw to licence, regulate and govern taxicab owners and drivers, and its amendments, 088-2016 and 013-2019 through licensing and inspection. Throughout the last few years, the Town has received several comments from passengers, taxicab drivers and taxicab owners. Cobourg Council has directed Legislative Services staff to conduct public engagement research to explore the concerns of passengers, citizens and those who operate the taxicab industry within the Town of Cobourg.

“Over the past few years, we have received several comments from passengers, owners and drivers about taxicab services in the Town of Cobourg.” Says Brent Larmer, Municipal Clerk and Manager of Legislative Services Department. “We recognize there is opportunity to explore the bylaw, as well as the potential of a ridesharing or vehicle-for-hire program and we look forward to receiving input to help guide Council’s decision.”

The public engagement objective for the Taxicab Bylaw is to:
· Provide comment and dialogue on the incorporation of ride-sharing/vehicle-for-hire within the Town of Cobourg’s By-law.
· Gather feedback from four different audiences, including: taxicab passengers, taxicab owners, taxicab drivers and the general public who reside in the Town of Cobourg.
· Provide perspective on the current state of the Taxicab bylaw 014-2014.
· Provide insight on taxicab services in the Town of Cobourg.

We’re looking for your feedback:
Citizens can share their feedback on the Taxicab Bylaw by participating in the following public engagement opportunities:
1. Completing the survey at engagecobourg.ca
2. Joining our online forums to provide additional feedback or ideas.

The Town of Cobourg is asking citizens to participate in these engagement opportunities by visiting www.engagecobourg.ca and registering as a new user. The deadline to participate in these initiatives is September 23, 2019.

The results of the Taxicab Bylaw survey will be included in a staff report for Council’s consideration at the Regular Council on November 25, 2019. A public meeting will be scheduled in early 2020.
