August 12, 2019 through to August 18, 2019 the Cobourg Police Service responded to 260 occurrences including; 17 community service calls, 14 police assistance calls, 6 traffic complaints, 2 fraud calls, 17 suspicious person calls, 24 police information calls, 20 property related calls, 6 assault calls, 3 break and enter calls, 8 – 911 calls, 5 liquor license act calls, 16 theft calls, 15 motor vehicle collisions, 6 alarm calls, 4 harassment calls, 4 disturb the peace calls, 2 threats calls, 3 domestic dispute calls, 1 family dispute. Some examples of calls for service this week include;
August 12
At approximately 12:00 pm, officers on patrol in the downtown core located a man sought by the Cobourg Police Service on the strength of an outstanding arrest warrant. As a result of a subsequent investigation, 29-year-old Peter James Munro of Cobourg was arrested and charged with two counts of failing to comply with probation contrary to section 733.1(1) of the Criminal Code. Munro was held in custody scheduled to appear before the Ontario Court of Justice for a bail hearing in August 2019.
At approximately 5:00 pm, police responded to a business located on Strathy Road in the Town of Cobourg after receiving a report of a woman attempting to leave the premise with merchandise that was not paid for. As a result of subsequent police investigation, 30-year-old Connie Wolters of Lindsay was charged with Theft under $5000 and Possession of Property obtained by crime under the Criminal Code. Wolters was released from police custody, scheduled to appear before the Ontario Court of Justice in September of 2019.
Police responded to a business located on Strathy Road at approximately 6:30 pm, after receiving a report of a man attempting to leave the premise with merchandise that was not paid for. As a result of subsequent police investigation, 30-year-old Michael Kitchen of Cobourg was charged with theft under $5000 and Possession of Property obtained by crime under the Criminal Code. Kitchen was released from police custody, scheduled to appear before the Ontario Court of Justice in September of 2019.
August 13
As part of our continuing joint drug enforcement operations, officers of the Cobourg Police Service and Port Hope Police Service executed a Controlled Drugs and Substances Act search warrant at a George Street residence. Police seized over 8 kilograms of marijuana, 30 grams of fentanyl and additionally, $3,165 in cash. Total value of the seizure is estimated at $102,234. David Beesley, 48 years of age, of Cobourg is charged with: Possess Cannabis for the Purpose of selling contrary to section 10(2) of the Cannabis Act, Possess schedule I for the Purpose of trafficking contrary to section 5(2) of the controlled drugs and substances act, Possess proceeds of property obtained by crime under $5000 contrary to section 354(1)(a) of the Criminal Code, Fail to comply with probation contrary to section 733.1(1) of the Criminal Code. Co accused, Meghan Angus, 37 years of age, of Cobourg is charged with: Possess Cannabis for the Purpose of selling contrary to section 10(2) of the Cannabis Act Possess schedule I for the Purpose of trafficking contrary to section 5(2) of the controlled drugs and substances act Possess proceeds of property obtained by crime under $5000 contrary to section354(1)(a) of the Criminal Code Possession of a weapon for a Dangerous Purpose contrary to section 88(1) of the Criminal Code Possess proceeds of property obtained by crime under $5000 contrary to section354(1)(a) of the Criminal Code Fail to comply with probation contrary to section 733.1(1) of the Criminal Code.
At approximately 10:00 pm police on general patrol in the downtown core observed a man suspected to be impaired by alcohol. As a result of subsequent police investigation, the 66-year-old man was arrested and charged under the Liquor License Act for being intoxicated in a public place. The man was safely held in police custody until sober.
August 14
Police attended a business located in the west end of Cobourg, at approximately 3:45 pm regarding an alleged theft from the premise. The involved woman was reportedly in the custody of Loss Prevention Officers. As a result of police investigation, a 23-year-old woman was charged under the Trespass to Property Act and trespassed from the premise for a period of one year.
August 15
Cobourg police were called to a residence in the east-end of downtown for what appeared to be a woman attempting to steal a vehicle. On arrival police were met with several people who witnessed the woman entering a vehicle and causing mischief. The woman, who was still at the scene, was immediately arrested for Mischief Under $5000.00. Due to reasonable circumstances, the woman was transported to the Northumberland Hills Hospital and released on an appearance notice with a court date. Charged with Mischief under $5000.00 is 32-year-old Cobourg resident Tiffany Bowen.
At approximately 9:00 am officers responded to an address in the downtown core after receiving a report of a suspected break and enter into the involved business over night. Investigation continues.
Officers responded to a commercial address located in a west end neighbourhood after receiving a report of a break and enter into the premise overnight. Police investigation revealed that approximately $1,000.00 in tools were stolen from the business between 5:00 pm on August 14 and 7:00 am on August 15. Investigation continues.
August 16
Cobourg police conducted a traffic stop on August 16, 2019 that led to an investigation on the driver and passengers. One passenger was found to be wanted by Northumberland OPP, another passenger and the driver were found to be in contravention of their release conditions. Due to these facts all parties were arrested, and the vehicle searched which led to the discovery of approximately one ounce of suspected cocaine, valued at $2,800, in the vehicle along with weigh scales. Arrested was 45-year-old Steven Baker of Port Hope for the following: Breach of undertaking, Breach of probation, and Possession for the purpose of trafficking. 28-year-old Andrew Stephen of Hamilton Township was arrested for: Breach of recognizance X3, Possession for the purpose of trafficking, and Possession of Property obtained by crime. And a 17-year-old woman, who cannot be named under the Young Criminal Justice Act (YCJA) was arrested for: Strength of an outstanding arrest warrant, Breach of the YCJA, and Possession for the purpose of trafficking. Court dates are scheduled for September 2019.

The involved woman was reportedly in the custody of Loss Prevention Officers. As a result of police investigation, the involved 23-year-old woman was charged under the Trespass to Property Act and trespassed from the premise for a period of one year.
August 17
Police responded to a west end residence after receiving a report of a theft from vehicle overnight. No damage to the involved motor vehicle was observed but the investigation revealed the vehicle had been left unlocked. There are no suspects at this time.
Officers were dispatched to attend a residential address in the downtown core at approximately 9:30 pm after receiving a report of an alleged robbery. Officers spoke with the victim who reported when walking home, he was approached by two unknown women who struck him in the side of the face and attempted to steal his wallet and cigarettes. Investigation continues.
Officers were dispatched to attend Victoria Park at approximately 8:50 pm after receiving a report of an alleged assault in progress. Officers attended and spoke with the victim who reported he had been assaulted by a man and woman over an undisclosed issued. The victim sustained minor injuries as a result of the altercation and was subsequently transported by paramedics to Northumberland Hills Hospital for medical treatment. Investigation continues.
August 18
Officers were dispatched to a residential address in the downtown core after receiving a complaint of a bat flying around inside the home. Officers subsequently located and removed the unwanted guest from the residence without incident.
Officers on patrol in the downtown core at about 10:15 am, located a man sought by the Cobourg Police Service on the strength of an outstanding arrest warrant. As a result of a subsequent investigation, 27-year-old Wallace Munro of Cobourg was arrested and charged with failing to attend for the purposes of the Identification of Criminals Act contrary to Section 145(5)(a) of the Criminal Code. Munro was released from police custody scheduled to appear before the Ontario Court of in September of 2019.
Police attended a business located in the west end of Cobourg, at approximately 12:15 pm regarding an alleged theft from the premise. Police investigation revealed that earlier on this date, an unidentified man exited the store with $55.00 worth of merchandise concealed that was not paid for. Investigation continues.
