From the 9th day of September, 2019 through the 15th day of September, 2019 the Cobourg Police Service responded to 210 occurrences including; 31 Community Service calls, 18 Police Assistance calls, 7 Traffic Complaints, 5 Fraud calls, 9 Suspicious Person calls, 5 Police Information calls, 9 Property Related calls, 2 Assault calls, 1 Break and Enter Call, 8 – 911 calls, 8 Theft calls, 6 Motor Vehicle Collisions, 5 Alarm calls, 2 Harassment calls, 2 Disturb the Peace calls, 4Threats calls, 6 Noise complaint, 4 Domestic Dispute call, 2 Family Disputes, 9 Attempt or Threat of Suicide, 3 Weapons calls. Some examples of calls for service this week include;

Monday, September 9th, 2019:

At approximately 9:22 am Police responded to a business in the west end of Cobourg after receiving a report of theft of gasoline. Police investigation determined the suspect female pumped $47.85 worth of gasoline into her motor vehicle and left the area having made no attempt to pay. Investigation continues.

Officers responded to the area of King Street West at Rankin Boulevard at approximately 1:37 pm after receiving a 9-1-1 call to the area. The unidentified caller alleged someone with a firearm had been observed walking along the roadway. Officers conducted an extensive search of the area. All in order.

Police responded to business located in the west end of Cobourg regarding female yelling and causing a disturbance inside the premise at 4:31pm. Officers conducted an extensive search of the area, but the suspect left the area prior to Police arrival.

Tuesday, September 10, 2019:

At 7:45 am Police attended a residential address in a west end neighborhood regarding an alleged theft of motor vehicle. Investigation determined that sometime between 7pm on Monday the 9th day of September 2019 and 7:42 am on Tuesday the 10th day of September 2019 unknown person(s) removed a white 2013 Honda CRV from the driveway of the home. The vehicle had been left unlocked with the keys inside. Investigation continues.

Police responded to a west end residence after receiving a report of a theft from motor vehicle overnight. No damage was observed to the involved motor vehicle and investigation revealed the vehicle had been left unlocked.

Police responded to a west end residence after receiving a report of a mischief involving a motor vehicle overnight. Investigation revealed the vehicle had been left unlocked and its contents rifled through. No theft reported.

Wednesday, September 11th, 2019
At 7:50 am Officers conducted a foot patrol in the area of Chapel Street in the downtown core. All appeared in order. No Police Action required.

Police responded to a local business at approximately 1:30pm regarding a shoplifter reportedly in the custody of loss prevention officers. As a result of Police investigation, it was determined the involved party had concealed enfant clothing on her person and exited the premise having made no attempt to pay. The Involved party was subsequently trespassed from the property and issued a Provincial Offences Notice under the Trespass to Property Act.

Police responded to a local business at approximately 6:65 pm regarding a shoplifter reportedly in the custody of loss prevention officers. As a result of Police investigation, it was determined the involved party had concealed pharmaceutical items on her person and exited the premise having made no attempt to pay. The Involved party was subsequently trespassed from the property and issued a Provincial Offences Notice under the Trespass to Property Act.

Thursday, September 12, 2019

At 8:10 am Officer conducted a foot patrol in the area of Chapel Street in the downtown core. All in appeared in order. No Police Action required.

On September 12, 2019, at approximately 3:11 PM, police were dispatched to a north end business after loss prevention officers observed a male leave the store with a quantity of items without making any attempt to pay. The male suspect then fled the scene in a vehicle being driven by another male who had been waiting in the parking lot. Enroute to the scene, officers located the vehicle containing the stolen products and subsequently arrested both the driver and passenger. 35-year-old John HAWARD, of Ennismore, was charged with theft under $5000, contrary to section 334(b) of the criminal code and possession of property obtained by crime under $5000 contrary to section 355(b) of the criminal code. 35-year-old Jason COGAR, of Fenelon Falls, was charged with possession of property obtained by crime under $5000 contrary to section 355(b) of the criminal code. Both are scheduled to appear before the Ontario Court of Justice in October.

Friday, September 13, 2019

Police responded to a report of a two-vehicle collision in the area of Elgin Street West at Burnham Street at approximately 9:45pm. No parties injured. As a result of subsequent Police investigation one driver was charged under the Highway Traffic Act.

At 10:00pm Officers were dispatched to attend a residential address in the downtown core regarding an alleged Break and Enter in progress. Officers conducted an extensive search of the area; no person was located/observed in the vicinity of the home. No signs of forced entry observed. No witnesses to the incident. No video in the area.

At 10:51 pm Officers were dispatched to attend a residential address in the downtown core after receiving a report of a man outside the home with a gun. Officers conducted an extensive search of the area but were unable to locate any person in the vicinity. Investigating Officers later located a witness to the incident who advised the noise had been fireworks which had been set off in the area just prior to POLICE arrival. All in order.

Saturday, September 14, 2019

On September 14th, 2019 at approximately 8:45 pm, Police responded to business located in the downtown core after receiving a report of a theft from the premise. As a result of subsequent Police Investigation 30year-old Michael KITCHEN of Cobourg was located, arrested and charged with theft under $5000.00 contrary to Section 334(b) of the Criminal Code and Possession of Property Obtained by Crime contrary to Section 355(b) of the Criminal Code. KITCHEN was released from Police custody scheduled to appear before the Ontario Court of Justice in October 2019.

Officers were dispatched to attend a residential address in the downtown core, after receiving a report of single gunshot heard inside the home. Officers conducted an extensive search of the interior and exterior of the premise with negative results for any person in the area. Police investigation determined everything was in order.

At 8:05pm Police responded to a business located in the north end of Cobourg after receiving a panic alarm activation from Staff inside the premise. Police attended. All in order.

Sunday, September 15, 2019

Officers were dispatched to attend a business in the downtown core regarding a suspicious male inside the premise. Officers attended and subsequently arrested a 34-year-old male for being intoxicated in a public place. The male was held in police custody until sober due to concerns for his personal safety. The male was issued a Provincial Offences Notice under the Liquor License Act for being intoxicated in a public place.

Officers responded to a residential address in the downtown core regarding an alleged assault which reportedly occurred outside the home. As a result of Police investigation 45-year-old Thomas PALMISANO of Cobourg was located, arrested and charged with Assault x2, Assault with a Weapon, Uttering threats and Breach of Probation x2. PALMISANO was held in custody for bail hearing scheduled for Monday the 16th day of September 2019.

Police responded to a west end residence after receiving a report of a theft from motor vehicle overnight. No damage was observed to the involved motor vehicle and investigation revealed the vehicle had been left unlocked.
