The Town of Cobourg advises residents that flags across the municipality have been lowered to half-staff in honour of the passing of former Town Councillor Lloyd Ross Williams.
Mr. Williams passed away on Sunday, March 8, 2026, at the age of 89. A Cobourg resident for more than 60 years, he served two terms on Municipal Council from 2000 to 2006 and made many meaningful contributions to the community, including serving as a member of the Cobourg Police Services Board.
In recognition of his dedication to volunteerism, he was awarded the Caring Canadian Award by the Governor General of Canada.
“Mr. Williams dedicated his life to serving our community with generosity and an unwavering commitment to helping others,” said Mayor Lucas Cleveland. “Through his work in education, municipal leadership, and countless volunteer efforts, he made a lasting impact on Cobourg and the many people fortunate enough to know him. On behalf of Council and the Town of Cobourg, we extend our sincere condolences to his family and loved ones and thank him for a lifetime of service to our community.”
Mr. Williams worked in education, as an elementary and secondary school teacher, and later as head librarian, from 1965 to 1989 before retiring from CDCI East. He also served on Township of Hamilton Council.
He was active in the Trinity United Church and served as a presbytery representative and chairperson. A significant part of his volunteer work included helping lead the development of Trinity Place, a non-profit apartment building located at James and John Streets in Cobourg.
In addition, Mr. Williams was an active member of the Habitat for Humanity Cobourg chapter, where he helped oversee the renovation and rebuilding of 28 homes in town. He also spent 17 years on the board of the Community Living Association.
The Town of Cobourg Council and staff extend heartfelt condolences to Mr. Williams’ wife, Barbara; their children, Laura, Glenn, and Grant; their grandchildren; and the entire Williams extended family. Flags will remain at half-staff until sunset on Saturday, March 21.
