Cobourg Councillor Reaffirms By-Laws Dealing with Public Parks Including Encampments

A notice of motion from Cobourg Councillor Adam Bureau has been put on the regular Council Meeting Agenda for Wednesday, June 25, 2025.

The motion is regarding the enforcement of the Parks and Facilities Regulations By-law and Nuisance By-law.

The action recommended is Cobourg continues to support the enforcement of its municipality regulatory by-laws, specifically its Parks and Facilities By-law and Nuisance By-laws.

“Whereas Council support the newly passed Bill 6, Safer Municipalities Act, 2025, An Act to enact the Restricting Public Consumption of Illegal Substances Act, 2025 and to amend the

Trespass to Property Act respecting sentencing.

The Safer Communities Act was passed on June 5, 2025.

Council has also called for council to “reaffirm operational authority” to town staff addressing encampments and “those illegally sleeping/lodging on public lands within the Town of Cobourg.”

Previous restrictions provided staff to hold personal property from an encampment on town property for two weeks.

Bureau is proposing to remove that time period.

The Town currently gives persons occupying (trespassing) an encampment a 48-notice to vacate public lands with their property.

Bureau would like that removed.

Lastly, he would request that by-law officers along with Cobourg Police, “prioritize and proactively enforce the 11 p.m. closing of municipal parks and public lands pursuant to the parks use by-law.”
