Video – Door-to-Door Telus Salesperson Stopped Under Cobourg’s New Itinerant Vendor Bylaw

A door-to-door salesperson representing TELUS learned firsthand about the Town of Cobourg’s new Itinerant Vendor Bylaw on Thursday, June 4, 2026.

The salesperson was canvassing neighbourhoods during the afternoon, promoting services door-to-door. According to residents, the individual was informed about the town’s recently implemented bylaw requiring vendors to obtain an Itinerant Vendor License before conducting door-to-door sales. Despite being advised of the requirement, the salesperson reportedly continued canvassing homes.

As a result, Cobourg Municipal Law Enforcement officers were contacted and responded to the area. Officers located the salesperson further down the street and advised him that he could not continue soliciting residents until obtaining the required Itinerant Vendor License from the Town of Cobourg.

The bylaw requires any individual or company selling goods or services door-to-door within Cobourg to possess a valid license. The requirement also applies to those offering samples of goods that will be delivered at a later date or conducting business at locations other than a permanent place of business within the municipality.

Town officials are encouraging residents to remain vigilant and familiarize themselves with the new regulations. If approached by a door-to-door salesperson, residents may request to see the vendor’s Itinerant Vendor License. They also have the right to refuse to answer the door or ask the individual to leave their property.

Anyone who believes a vendor is operating without the required license is encouraged to contact Municipal Law Enforcement at 905-372-8380. Residents should, if possible, provide the company name and any contact information associated with the vendor.

During a recent council meeting, Municipal Clerk Brent Larmer advised residents that if they are uncertain about a vendor’s status, they may ask the salesperson to return at a later time. This provides an opportunity to verify the vendor’s credentials through the town’s online registry of licensed itinerant vendors.

The registry can be found on the Town of Cobourg’s website and lists all businesses that have been issued an Itinerant Vendor License.

At the time of the council discussion, the town reported that only one Itinerant Vendor License had been issued. The license was granted to YES Acquisitions Inc., which is conducting customer sign-ups on behalf of Cogeco.

The new bylaw was introduced to provide greater consumer protection, ensure accountability among door-to-door sales representatives, and give residents a simple way to verify whether vendors operating in the community are authorized to do so.
