The Cobourg Police Service is pleased to announce the rollout of updated Special Constable uniforms in alignment with new provincial standards under the Community Safety and Policing Act, 2019.
These updates are part of a province-wide initiative to enhance clarity, professionalism, and public recognition of Special Constables, whose roles continue to evolve in support of community safety and security.
Starting today, members of the public will notice updates to the Cobourg Police Service Special Constable uniform. These changes are designed to enhance visibility and reinforce the distinct role Special Constables play within the policing framework.
The updated Special Constable uniform in Cobourg now features distinctive royal blue epaulettes and shoulder flashes that prominently display “Special Constable” identification, enhanced with a royal blue border. In addition, the shirt colour has transitioned from light blue to black, further distinguishing the role of a Special Constable.
These enhancements ensure Special Constables are easily identifiable by both the public and other law enforcement personnel, supporting professionalism and community safety.
About Special Constables
Special Constables are appointed peace officers who perform a range of duties in support of public safety, including court security, prisoner transport, and specialized investigative roles such as Scenes of Crime Officers, Property Management, and more. While they possess many of the powers of police officers, their authority is defined by specific mandates and oversight structures.
Under the Community Safety and Policing Act, Special Constables are subject to new regulations that govern their appointment, conduct, training, and uniforms. These changes reflect the province’s commitment to transparency, accountability, and professionalism in all aspects of law enforcement.
