Geoff Owen appointed to help deliver a self-reliant, affordable and secure energy system
As part of Ontario’s commitment to build a self-reliant, future-ready and affordable energy system, the Government of Ontario is strengthening the leadership of the Ontario Energy Board (OEB) with the appointment of Geoff Owen as Chair of the Board.
“Ontario is forging ahead with an ambitious long-term energy plan that keeps costs down as we build the future,” said Stephen Lecce, Minister of Energy and Mines. “Geoff has the experience and leadership at the OEB to help protect Ontario’s future by ensuring families and businesses can count on reliable, affordable, and clean energy.”
With deep regulatory expertise, business strategy and public affairs experience, Mr. Owen is well-positioned to lead the OEB as it supports the province’s growing energy needs through the delivery of Energy for Generations, the province’s first ever integrated energy plan to power the strongest economy in the G7. Having served on the Board since 2021, including as Vice Chair since 2024 and Acting Chair since April 2025, his leadership will help protect Ontario by ensuring the energy system remains reliable, affordable and secure.
With clear direction and strong leadership in place, Ontario is not only meeting the energy demands of today: It is building the framework necessary to protect jobs, drive economic growth in communities and deliver energy security for generations to come. Under the government’s implementation directive, the OEB will continue to play a central role in implementing the plan’s direction, through efficient regulation of and guidance to Ontario’s energy sector.
Biography of Mr. Geoff Owen
Mr. Owen is currently the Principal of Foresight Strategic Advisors. Previously, he served in senior leadership positions at the Royal Bank of Canada in regulatory affairs, business strategy and public affairs and in senior roles across government.
