HKLN Drug Strategy Welcomes New Coordinator to Lead Local Prevention and Harm Reduction Efforts

The Haliburton, Kawartha Lakes Northumberland (HKLN) Drug Strategy is pleased to announce the appointment of Ashley Smoke as its new Drug Strategy Coordinator. With over 10 years of experience in harm reduction, overdose response, Indigenous health systems, and as someone with lived experience, Smoke brings a fresh perspective and a deep commitment to promoting health, safety, and resilience in our community.

As the new Coordinator, Smoke will lead the implementation of the local drug strategy — a collaborative,
evidence-informed approach aimed at reducing substance-related harms through prevention, education, harm reduction, treatment, and enforcement partnerships. Their expertise in partnership engagement, facilitation and program development will be valuable in achieving these goals.

“We’re excited to welcome Ashley to this important role,” said Dane Record, Executive Director of PARN.

“Their experience and passion for community engagement will strengthen our collective efforts to address the complex challenges of substance use with compassion, strategy, and innovation.”

Smoke is familiar with the HKLN Drug Strategy, and is eager to collaborate with local organizations, healthcare providers, people with lived and living experience, and the broader community to create meaningful change. In particular, Smoke is recognized for centering lived experience and Indigenous knowledge within public health, policy and education.

“This is a critical time to come together as a community and take bold, coordinated action,” said Smoke. “I’m honoured to be stepping into this role and look forward to listening, learning, and leading alongside so many dedicated individuals and organizations. I intend to highlight the great community work in motion and look forward to finding sustainable funding solutions to improve those efforts already underway.”

The HKLN Drug Strategy continues to advance solutions that are grounded in public health, equity, and
evidence — recognizing that no single organization or approach can tackle substance-related issues alone.

With Smoke at the helm, the strategy is well-positioned to strengthen its impact and build a healthier future for all.
