Video – Port Hope Issues Emergency Order After Report Shows “Severe Damage and a Substantial Risk of Collapse” to Portion of Former File Factory

A portion of Cavan Street will continue to be closed in Port Hope until further notice.

A portion of the street was closed two weeks ago as a precautionary measure due to concerns regarding the structural integrity of the File Factory building

A structural assessment report, conducted by structural engineering firm LEA Consulting LTD, has been provided to the Municipality from the property owner. The report determines that Block 2 of the File Factory, as defined by the engineering report, exhibits severe damage and a substantial risk of collapse, particularly the west exterior wall immediately adjacent to Cavan Street. The Municipality sought an independent peer review of the engineer’s report by a separate engineering firm, which agreed with the structural assessment. In response, an emergency order has been issued and prominently posted on the File Factory by the Building Division.

Block 2 of the building, as defined by the engineering report, comprises the central section of the File Factory, which is amongst the earliest constructed sections of the building.

The emergency order mandates that the property owner undertake all necessary remedial repairs to ensure the safety and security of the building. Staff in the Building Division are actively collaborating with the property owner to facilitate these essential measures.

While the remedial work is underway, Cavan Street will continue to be closed to vehicular traffic.  The safety of our community remains our utmost priority.

The reports referenced in this notice will be made publicly available in the near future. Additional updates regarding the status of Cavan Street and the File Factory building will be provided as new information becomes available.
