Cobourg Police – Cobourg Man Charged with 11 Counts of Voyeurism (Name Released)

A Cobourg man has been charged with voyeurism in an ongoing police investigation.

In the summer of 2021, Cobourg Police Service uniform officers opened an investigation after receiving a report of a man who followed a woman around a store and used his phone to take an inappropriate recording of the woman.

Police identified the man and executed a search warrant of his residence. On September 3, 2021, as a result of this investigation, 26-year-old Richard John Cooper of Cobourg was arrested and charged with:

1. One count of Voyeurism contrary to section 162(1) of the Criminal Code

2. One count of Sexual Assault contrary to section 271 of the Criminal Code

3. One count of Criminal Harassment contrary to section 264(1) of the Criminal Code.

Police executed a second search warrant and seized electronics from Cooper’s residence. Uniformed officers, with the assistance of the Cobourg Police Service Criminal Investigation Branch, searched the contents of seized electronics.

On April 25, 2022, Cooper was arrested and charged with the following offences:

1. Ten counts of Voyeurism, contrary to Section 162(1) of the Criminal Code

The accused was remanded into custody.

Cobourg Police spokesperson Lisa Munday wouldn’t say if there were any more victims, but added, “anyone with information is asked to come forward by contacting Cobourg Police at 905-372-6821 or Crime Stoppers anonymously at 1-800-222-TIPS or only at www.stopcrime.ca.
