Cobourg Police Service Execute Drug Warrant

The Cobourg Police Service has executed a Controlled Drugs and Substances act warrant as part of an ongoing enhanced enforcement strategy targeting illegal drug activity affecting our community and the safety of our citizens.

On Wednesday the 18th day of march, 2020 as part of a drug enforcement operation, members of the Cobourg Police Service Criminal Investigations Branch, Uniform Patrol and Forensic Identification Services executed a Controlled Drugs and Substances Act Search Warrant at a residence on Balls Lane, in Cobourg.

As a result of this investigation and search, police seized a quantity of Fentanyl, Cocaine and a prohibited weapon. The estimated street value of the seized drugs was $1,000.
The following persons were charged:

Scotland “Scott” Harold WHARRAM, 48 years of age, of Cobourg is charged with:

1. Possess Schedule 1 Substance– Fentanyl – contrary to section 4(1) of the Controlled Drugs and Substances Act.

2. Possess Schedule 1 Substance– Cocaine – contrary to section 4(1) of the Controlled Drugs and Substances Act.

3. Possession of a Prohibited Weapon – Contrary to section 91(2) of the Criminal Code

Tiffany DOHERTY-BOWEN, 33 years of age of Cobourg is charged with:

1. Possess Schedule 1 Substance -Cocaine – contrary to section 4(1) of the Controlled Drugs and Substances Act

2. Possess Schedule 1 Substance -Fentanyl – contrary to section 4(1) of the Controlled Drugs and Substances Act

3. Fail to Comply with Probation

Tommy PALMISANO, 46 years of age, of Cobourg is charged with:

1. Possess Schedule 1 Substance – Cocaine– contrary to section 4(1) of the Controlled Drugs and Substances Act

2. Fail to Comply with Probation contrary to section 733.1(1) of the Criminal Code

3. Fail to Comply with Probation contrary to section 733.1(1) of the Criminal Code

Eric BROWN, 29 years of age, of Oshawa is charged with:

1. Possess Schedule 1 Substance – Cocaine – contrary to section 4(1) of the Controlled Drugs and Substances Act

2. Fail to Comply with Probation contrary to section 733.1(1) of the Criminal Code

3. Fail to Comply with Probation contrary to section 733.1(1) of the Criminal Code

4. Fail to Comply with Probation contrary to section 733.1(1) of the Criminal Code

Matthew CAISSIE, 25 years of age, of Oshawa is charged with:

1. Possess Schedule 1 Substance – Cocaine – contrary to section 4(1) of the Controlled Drugs and Substances Act

2. Fail to Comply with Release Order – contrary to section 145(5)(a) of the Criminal Code

All five arrested parties were deemed suitable for release, with that decision made in consultation with the Crown Attorney’s office, based on the COVID-19 response.

All parties were subsequently released on an undertaking, with conditions to appear in court on a date in May of 2020.

While executing the search warrant, a female who was known to have an outstanding warrant from the City of Kawartha Lakes Police Service, attended the address and was arrested.

A 36-year old resident of Cobourg was arrested and subsequently transported to the City of Kawartha Lakes to answer to charges in their jurisdiction.
