Cobourg Police – Weekly Release September 30 – October 6, 2019

From the 30th of September 2019 through the 6th of October 2019, the Cobourg Police Service responded to 261 calls for service including: 14 Motor Vehicle Collisions, 12 Alarm calls, 19 Theft/Shoplifting calls, 20 Suspicious Persons/Vehicles calls, 3 Domestic/Family Disputes, 4 Mischief calls, 13 Assault calls, 8 Mental Health calls, 5 Missing Person calls, 9 Traffic Complaints and 7 Warrants Executed. Here are some examples of calls for service for the week:

Monday Sept 30th

· Police were dispatched to the area of King St and Division St in report of a female panhandling for change in an aggressive manner. Police attended the area and spoke to the female. The female was cautioned for her behavior and sent on her way without incident

· Police attended a business on Division St in report of a female who had been detained for shoplifting. Police arrived and continued the arrest of the female shoplifter. During the arrest the female resisted but officers were able to maintain control. The stolen merchandise was returned to the store and the female was released and charged.

· Police were called to attend the area of Division St and University Ave in report of a female who was in an intoxicated state. Police arrived on scene and located the female, upon confirming the females identity Police learned there was a warrant for her arrest out of Peterborough. The female was arrested on the strength of the warrant and eventually released as Peterborough Police were not available to attend Cobourg.

Tuesday October 1st

· Police were called to attend an address in Cobourg in regards to marihuana plants being grown by a neighbor. The caller was concerned as the odor coming from the plants was troubling to her. Police attended the residence and provided the caller with information on how to deal with the matter as it is no longer an offence to grow a set number of marihuana plants.

· Police were contacted by a resident of Cobourg, alleging that a neighbor was allowing their dog to defecate on their lawn. Police attend the area and spoke to the other half who made similar allegations against the original caller. Police cautioned all involved regarding mischief and provided them with education.

· On this date Police attended two separate assault calls at a long term care facility regarding resident on resident assaults. In both of these incidents Police learned that the involved parties suffered from various disorders that could cause this type of behavior. Both of the assaults were investigated and it was determined there was no criminality to the assaults and the long term care facilities would take the appropriate actions necessary to help prevent any further disturbances.

Wednesday October 2nd

· In the early morning hours Police responded to a residence in the east end of Cobourg in report of a motion alarm being activated. Police attended the residence and confirmed the alarm to be false and that all was in order at the residence.

· During the afternoon hours Police responded to a shoplifting call at a business in the north end of Cobourg. Police attended the business and arrest a female who was already detained by store security. Police learned the female had stolen $400.00 and paid for a few other items before leaving the store. The merchandise was returned to the store and the female charged and release with a future court date.

· Police were contacted by a resident of Cobourg regarding repeated communications being sent to them from an unwanted person. Police learned that a female was sending the complainant messages to a social media outlet and the complainant wished this to stop. Police were able to contact the person responsible for the communications and cautioned her. The communications stopped.

Thursday October 3rd

· During the early morning hours officers on general patrol conducted a traffic stop. During the stop Police learned that the driver of the motor vehicle currently did not have a valid driver’s licence. The driver of the vehicle was charged accordingly and a licenced driver attended and removed the vehicle from the area.

· On this date Police were contacted by a male regarding threats being made towards him by another male known to the complainant. Police investigated the allegations and determined that grounds to arrest the male making the threats were established. This same date Police arrested the male making the alleged threats and released him with a future court date.

Friday October 4th

· Recovered stolen vehicle – Police recovered a stolen vehicle from a parking lot in Cobourg. The vehicle was towed to the Cobourg Police Service. The vehicle was returned to the owner of the vehicle.

· Police received a complaint regarding on-going harassment via Facebook messages from 29 year old Dylan KNAPMAN. KNAPMAN had been cautioned earlier in the week by police for the same actions. Police arrested KNAPMAN and charged him with criminal harassment contrary to Section 264 (1) of the Criminal Code and three counts of breaching a probation order.contrary to section 733.1 (1) of the Criminal Code KNAPMAN was released on a promise to appear – officer in charge undertaking.

· Police arrested 30 year old Justin YOUNG on an outstanding warrant. YOUNG was charged with Fail to Attend Court – Contrary to Section 145 of the Criminal Code. YOUNG was released on a Promise to Appear with a future court date.

· Police arrested 39 year old Travis LANGEVIN on two outstanding warrants (a warrant in the first and a bench warrant). LANGEVIN was charged with Trespass at Night – contrary to Section 177 of the Criminal Code and Fail to Attend Court – Contrary to Section 145 of the Criminal Code. LANGEVIN was held for a bail hearing.

· Police were on general patrol and observed a 33 year old female Alisha KINCAID walking in the downtown area. Police were aware KINCAID was currently bound by a recognizance of bail with a curfew. Police arrested KINCAID for breaching her curfew and search incident to arrest located a small quantity of controlled drugs and a knife. KINCAID was charged with two counts of Breach of a Recognizance – Contrary to Section 145(3) of the Criminal Code, Possession of a Controlled Substance – Contrary to Section 4(1) of the Controlled Drugs and Substances Act and Carry a Concealed Weapon – Contrary to Section 90 of the Criminal Code. KINCAID was held for WASH court.

· Saturday October 5th 2019

· Motor Vehicle Collision – Police responded to a two vehicle collision at Division Street south of Elgin St. The involved parties were transported to the hospital with minor injuries. As a result of the investigation the driver responsible for the collision was charged with careless driving under the Highway Traffic Act.

· Motor Vehicle Collision – Police responded to a two vehicle collision at Division Street and university Ave. The involved parties were transported to the hospital with minor injuries. As a result of the investigation the driver responsible for the collision was charged with red Light – Fail to Stop under the Highway Traffic Act.

· Sunday October 6th 2019

· Arson/ stolen vehicle – Police were dispatched to an address on Veronica St. regarding multiple cars on fire. Unknown how many vehicles have burnt or were damaged. Unknown suspects hopped the gated fence and entered the compound. Suspects then set fire to a vehicle causing damage to numerous vehicles. A vehicle was stolen from the yard.

· Scott MACDONALD 41 years old was arrested on an outstanding warrant and released on a Promise to Appear – Officer in Charge Undertaking.

· Police were dispatched to Darcy St. regarding a motor vehicle that struck a light post and the driver left the scene, while on route to the accident the owner contacted Police to advise their car was stolen.

· Lindsey TURLAND 32 years of age was arrested for breaching her recognizance contrary to section 145(3) of the Criminal code and held for a bail hearing.
