The Durham Regional Police Services Board is pleased to announce that Toronto Police Service Staff Superintendent Peter Moreira has been selected as the next Chief of Police of the Durham
Regional Police Service. Chief Designate Moreira will replace Chief Rollauer, who is retiring, and will assume his new role effective March 24, 2023.
“Chief Designate Moreira is an exemplary police leader, and his experience and skillset reflect precisely the competencies the Board prioritized in its next Chief of Police,” said the Chair of the
Board, Shaun Collier. “Over his 30-year career, Chief Designate Moreira has earned high levels of trust and respect among members at all levels of the Toronto Police Service and across that City’s
diverse communities, and we know that he will serve Durham Region, and support the DRPS membership, with passion, professionalism, and commitment.”
The process to identify the next Chief of Police was informed by a comprehensive community and member consultation process, resulting in a report prepared by Environics Research. The report
identified four characteristics that should be emphasized in the candidate search: courageous, transformative leadership; emotional intelligence; commitment to positive community engagement;
and deep and varied policing experience.
“The Board is thrilled that Chief Designate Moreira has demonstrated his exceptional capacity and dedication to each of these four critical attributes,” added Chair Collier.
Following the consultation process, the Board engaged Waterhouse Executive Search to assist in finding the best candidate to match the profile developed through the Environics consultations.
The Board also enlisted the support of two highly experienced and well-respected leaders in the police community: Eric Jolliffe, former Chief of the York Regional Police Service, and Devon
Clunis, former Chief of the Winnipeg Police Service and the first Inspector General of Policing for Ontario. The guidance of the external consultants was instrumental in helping the Board to
conduct a thorough, fair and informed process and to choose a candidate that embodies the qualities that the Board was seeking in its next leader.
“I am honoured to have been chosen by the Board to serve as the next Chief of the Durham Regional Police Service,” stated Chief Designate Moreira. “I have lived in this Region for my entire
life and it is a dream come true to be able to offer my experiences and skills as its Chief of Police.
I appreciate the importance of the role I am privileged to assume, and I embrace the challenge with humility and eagerness. I am especially committed to working with all members of the DRPS to
make sure that they feel proud to come to work, knowing that they are providing policing services to our community that are the best in the Province and the country.”
The Board would also like to extend its sincere appreciation to Chief Todd Rollauer, who has served in the role of Chief of Police for the last two and half years with outstanding capability and
integrity. Chief Rollauer provided stability and strength during a challenging period for the DRPS and the policing profession, and the Board congratulates and thanks him for 35 years of service to
community safety.
The Change of Command ceremony will be held at Deer Creek Banquet Facility in Ajax on March 24, 2023 at 10:30am. Additional details will be announced in the near future.

Its responsibilities include establishing objectives for policing in consultation with the Chief of the Police, setting policies for the effective management of the Police Service, and hiring and monitoring the performance of the Chief of Police.
