SIU Discontinues Cobourg Police Investigation

The Deputy Director of the Special Investigations Unit, Stacey O’Brien, has terminated the SIU’s investigation into a reported injury suffered by a 33-year-old woman in Cobourg in September.

On September 15, 2025, the woman contacted the Cobourg Police Service and disclosed that she had engaged in self-harm. Officers were dispatched to her residence, and upon arrival, located the woman with a laceration across her neck. She was apprehended under the Mental Health Act. During her apprehension, the woman actively resisted officers’ attempts to provide interim medical attention and struggled throughout the restraint process while officers attempted to gain control and restrain her safely. The woman was transported to the hospital for evaluation and released the next day. On September 22, 2025, the woman attended the police station to report she had suffered a fractured arm when two male officers restrained her the week prior.

Based on the SIU’s preliminary inquiries, which included a review of video footage and medical records, Deputy Director O’Brien was satisfied that the investigation should be discontinued. The evidence established that no male officers participated in the apprehension of the woman, and it was hospital personnel, not police, who secured the woman to the hospital bed. In addition, medical records showed that the woman’s fracture occurred prior to the day of her apprehension. As such, no officer was responsible for her injury. There being nothing to investigate as far as the potential criminal liability of any police officer was concerned, the file has been closed.
