Special Cobourg Council Meeting Called for November 12 at 4 p.m.

The Town of Cobourg Legislative Services Division would like to inform all residents that pursuant to the Town of Cobourg Procedural By-law a Special Meeting of Council has been called of Council scheduled
to take place on Wednesday, November 12, 2025 at 4 p.m.

The agenda has been posted and is available at www.Cobourg.ca/escribe.

The meeting is being held to consider the following items:

• Correspondence from the Town of Orangeville, Township of East Garafraxa, and the City of Burlington regarding Elect Respect Pledge; and

• Report No. DS-2025-018 from the Director, Development and Manager of Planning – Development Review regarding Response to Mayoral Directive (DIR2025-001) Options and Recommendations for Building more Homes in Cobourg;

and

• Resolution from the Board of Management of the Cobourg Downtown Business Improvement Area (DBIA) regarding User Fee Recommendation; and

• Resolution from the Board of Management of the Cobourg Downtown Business Improvement Area (DBIA) regarding Film Permit Policy; and

• Report No. COR-2025-021 from the Treasurer/Director of Corporate Services regarding the Annual Surplus/Deficit Allocation Policy; and

• Report No. LS-2025-018 from the Legislative Coordinator, Records & Accessibility regarding the 2024 Multi-Year Accessibility Plan Progress Report;

and

• Notice of Motion from Councillor Adam Bureau regarding the creation of a task force for the Cobourg Police Service Facility Needs Assessment & Accommodation Options; and

• Notice of Motion from Deputy Mayor Nicole Beatty regarding Safety And WellBeing Of All Residents And Visitors Using Our Public Playgrounds; and

• Notice of Motion from Mayor Cleveland regarding the Development of an Internal
Whistleblower Policy; and

• Notice of Motion from Mayor Cleveland regarding Direction to Staff to Draft a Bylaw Prohibiting Members of Council from Assuming the Role of Chair or ViceChair on Boards to Which They Are Appointed; and

• By-law No. 055-2025 Being A By-Law to Amend Emergency Care Establishment By-Law No. 018-2024 to Allow for a Temporary 3rd ECE License To Be Issued;

and

• Closed Session Item pertaining to advice that is subject to solicitor-client privilege, including communications necessary for that purpose (s. 239 (2)(f)).

This Special Council Meeting will be held using a hybrid meeting model. The public may view the Council meeting in person or online via the Town of Cobourg livestream. If you
