Quinte West OPP – Frankford Driver Charged with Impaired (Name Released)

The Quinte West Detachment of the Ontario Provincial Police (OPP) has laid charges in an impaired driving investigation.

On Wednesday, October 22, 2025, at approximately 1:00 a.m., a traffic complaint led Quinte West OPP to suspect a motorist may be under the influence of alcohol.

An approved alcohol screeni ng device was utilized, the driver was arrested and transported to the Quinte West Detachment for further testing.

Selena RUTTAN, age 20, from Frankford, was charged with:

Operation while impaired – alcohol and drugs

Operation while impaired – blood alcohol concentration (80 plus)

Novice Driver – Blood Alcohol Concentration above zero

Young Driver – Blood Alcohol Concentration above zero

Drive vehicle or boat with cannabis readily available

Fail to remain

The accused was released from custody and is scheduled to appear at the Ontario Court of Justice in Belleville on November 13, 2025. The vehicle was impounded for seven days, and their license suspended for 90 days.
