Cleveland Denies Bullying CAO, Accuses Councillors of Blocking Questions on Town’s Financial Crisis

In City Hall, Local

Mayor Lucas Cleveland is pushing back against accusations that he bullied and interrogated Cobourg Chief Administrative Officer Tracey Vaughan during Tuesday’s Special Council meeting, alleging Deputy Mayor Nicole Beatty and Councillors Adam Bureau and Brian Darling engaged in a coordinated attack to prevent questions about the previous term of Council from being answered.

In a statement dated October 14, Cleveland called the accusations “patently false” and said the exchange was focused on understanding what recommendations Vaughan made to the previous term of Council concerning the Town’s financial situation, what action was taken and whether earlier intervention could have prevented the current problems.

Cleveland also alleged that four members of Council were determined to keep information about the previous term’s handling of the recommendations from becoming public.

The controversy erupted during a lengthy presentation by Vaughan, who delivered an approximately 17-minute verbal report before indicating she was willing to answer questions from councillors.

According to Cleveland, his questions focused on the timeline of the Town’s financial concerns, recommendations made by the CAO and whether the previous Council acted on them.

Among the questions Cleveland said he asked were when Vaughan first became concerned about the Corporation’s financial health and whether recommendations made to the previous term of Council were followed in the same way as recommendations made during the current term.

He also sought clarification about whether recommendations to the previous Council were made publicly or in closed meetings.

“I understand that you cannot speak about those recommendations,” Cleveland said he told Vaughan, referring to the discussions held in closed session.

He then asked whether recommendations made in closed session had been followed by the previous Council.

The distinction is significant because Cleveland was seeking to establish whether decisions made — or not made — before he became mayor contributed to the financial problems now facing the municipality.

Cleveland also questioned Vaughan about steps taken by the current seven-member Council since learning of the issues, asking whether anything she had recommended financially over the past two years remained outstanding.

He asked what type of specialist Vaughan had hired and why, and whether staffing concerns involved being understaffed or a wholesale change in departmental personnel similar to the recent changes at the Cobourg Police Service executive level.

But it was his final question that Cleveland said was cut short.

“Had the recommendations that you made in closed session to the previous term of Council been followed, would we all be in the same situation today, or would we have had a two-year head start?” he asked.

According to Cleveland, Vaughan was interrupted before she could answer.

He said Beatty first raised a point of order, which was overruled. Bureau then raised another point of order, and before Cleveland could understand or rule on the new point of order, Darling called for the vote.

That procedural move ended the questioning, Cleveland said, preventing Vaughan from responding to questions about the previous Council’s decisions, its lack of decisions and the potential consequences of failing to act on recommendations.

Cleveland rejected the suggestion that his questioning amounted to bullying.

“At no point was my tone or tenor attacking, bullying or, more ridiculously, interrogating,” he stated.

He argued that Vaughan was a senior municipal administrator fully capable of responding to questions about her professional recommendations and the actions taken by successive councils.

Cleveland also pointed out that Vaughan had expressly indicated she was “happy to answer any questions” after delivering her report.

According to the mayor, she reaffirmed her willingness to answer questions immediately after Beatty accused him of bullying and interrogating her.

Cleveland characterized the actions of Beatty, Bureau and Darling as “pre-planned collusion” and “theatrics,” alleging that the interruptions prevented the public from hearing potentially important information about the Town’s financial history.

His statement did not establish what specific recommendations were made in closed session, what the previous Council knew or whether following any recommendations would have prevented the current financial problems. Those questions remain central to the dispute.

Cleveland said he welcomes an independent assessment of his conduct during the meeting.

“I welcome outside human resources or legal expertise to evaluate and scrutinize whether my approximately seven minutes of questions constitutes an interrogation,” he stated.

The dispute comes amid heightened scrutiny of financial oversight at the Town of Cobourg and growing political tensions over who knew what, when concerns were raised and what steps were taken in response.

At its core, the confrontation raises two separate questions: whether Cleveland’s questioning of the CAO was appropriate, and whether the public deserves a clearer account of the recommendations made to previous councils and the actions taken in response.

Cleveland maintains that his questions were legitimate and that councillors shut down an opportunity to obtain answers.

The mayor’s statement represents his account of the confrontation. The allegations of coordinated action and an effort to suppress information have not been independently established.

With municipal election voting set to open in four days, the dispute adds another contentious chapter to an already heated campaign in Cobourg.

Mayor Cleveland’s statement

October 14, 2026
In yesterday’s Special Council meeting, I was accused, in a coordinated, pre-planned attack by Deputy Mayor Nicole Beatty and Councillors Bureau and Darling, of “bullying and interrogating” Town of Cobourg CAO Tracey Vaughan. This is, of course, patently false.

To be clear, as part of the video record and public record, I asked CAO Vaughan the following questions:

· Was every recommendation you made to the last term of Council followed the way it was during this term?

· At what time did you become concerned with the financial health of the Corporation?

· As I’m trying to understand this, because this all happened before I was elected Mayor, were the recommendations you made (to the last term of Council) all in public, or did you make some recommendations in closed meetings? I understand that you cannot speak about those recommendations.

· Were the recommendations made in closed session followed by the last term of Council?

· Since this Council, these seven members, found out about the issues, do you believe we have taken the appropriate steps to prevent what has already happened from ever happening again, to the best of our ability?

· In the last two years (since I, as Mayor, found out about the issues), is there anything that you have recommended (financially) to this Council to do or fix that we have yet to do?

· What kind of specialist did you hire, and maybe tell us why you hired that specialist?

· When you say understaffed, I’m going to ask for clarification: understaffed, or did we have a wholesale department change, like the one that recently occurred at the Cobourg Police executive team level?

· Not knowing what the recommendations you made to the previous term of Council in closed session were, and you not being allowed to speak about those recommendations, perhaps you can answer this question: had the recommendations that you made in closed session to the previous term of Council been followed, would we all be in the same situation today, or would we have had a two-year head start?

Ms. Vaughan was interrupted from answering the final questions first by Deputy Mayor Beatty, who raised a point of order, which was then overruled. Immediately after, Councillor Bureau then immediately raised another point of order, and before I could understand or rule on the new point of order, Councillor Darling then “called for the vote,” procedurally ending all questions and preventing CAO Vaughan from answering any questions about the previous term of Council’s decisions, their lack of decisions and what impact not taking action may have had on the Town’s current financial health and issues.

At no point was my tone or tenor attacking, bullying or, more ridiculously, interrogating.

Ms. Vaughan, after reading an approximately 17-minute verbal report, said she was “happy to answer any questions,” and then reaffirmed her willingness to answer questions immediately after the Deputy Mayor’s baseless accusation.

Our CAO is a senior bureaucrat at the top of her profession. She was fully aware of my interest and questions around what members of the previous term of Council knew, what they did or did not do with those recommendations, and what they did not act upon regarding recommendations from Tracey prior.

Despite the theatrics based on pre-planned collusion, it was clear that four members of Council are determined that this critically important information from the last term of Council never becomes public.

I welcome outside human resources or legal expertise to evaluate and scrutinize whether my approximately seven minutes of questions constitutes an interrogation.
