Public Meeting Regarding an Application for a Zoning By-law Amendment at 320 White Street in Cobourg

The Corporation of the Town of Cobourg has received a complete application for a Zoning By-law Amendment by Clark Consulting Services on behalf of 2513936 Ontario Limited under Section 34 of the Planning Act, R.S.O. 1990 c.P. 13, as amended.

The Town of Cobourg will hold a Public Meeting regarding the application on Wednesday, February 21, 2024, at 5 p.m. in the Council Chambers, 3rd Floor East Wing, Victoria Hall, 55 King Street West, Cobourg.

The Zoning By-law Amendment Application (File No. ZB-2024-001) proposes to rezone the subject property from “Development (D) Zone” and “Environmental Constraint (EC) Zone” to “High Density Residential 5 (R5) Zone” and “Environmental Constraint (EC) Zone”. The application proposes to permit a four-storey condominium apartment building consisting of 161
dwelling units and to increase the “Environmental Constraint (EC) Zone” boundary to encompass the identified environmental features on the subject property.

How to Attend or Participate in the Meeting
In-person public meetings will be convening in the 3rd Floor Council Chambers, Victoria Hall, 55 King Street West, Cobourg or if you wish to participate via Zoom Video Conference, please
register with the Clerks Department, via e-mail at clerk@cobourg.ca or by phone at (905) 372-4301 ext. 4402 no later than 12 p.m. (noon) on February 20, 2024. If you have limited access
to technology or do not wish to participate via electronic platform, you may use a telephone and call in to participate. Alternatively, written submissions received by 12 p.m. (noon) on
February 20, 2024 to the Municipal Clerk, 55 King Street West, Cobourg, Ontario, K9A 2M2 in advance of the Public Meeting is encouraged and will be made available to Council and Staff
prior to the Meeting.

What is a Zoning By-law Amendment
A Zoning By-law is a legally enforceable document that controls the use of land within a community. Using a series of land use zones and labels, it generally spells out:

• How land and buildings may be used;

• Where buildings and other structures may be located; and,

• What restrictions may be related to the development of a specific property.

The Town of Cobourg Comprehensive Zoning By-law #85-2003 maps out each geographic area of the town into a series of land use zones and labels to clearly identify how specific land
and properties can be developed.

Significant changes to land use or zone regulations require a Zoning By-law Amendment application. If approved, a Zoning By-law Amendment allows an applicant to alter the current
approved use of their property, without the Town of Cobourg requiring a complete rewrite of the Town’s Comprehensive Zoning By-law.
