Upcoming Traffic Signal Construction at Three Intersections in Cobourg

The Town of Cobourg’s Public Works and Engineering Division is advising residents that construction for traffic signal improvements at three intersections will begin the week of July 13, 2026.

The three intersections undergoing traffic signal improvements are:

• D’Arcy Street and Elgin Street East, construction of new traffic signals. (Note: this project is in partnership with Northumberland County)

• D’Arcy Street and University Avenue East, construction of new traffic signals

• Division Street and University Avenue, upgrades to existing traffic signals

Work is expected to continue until mid-November, weather permitting.

The project includes new and upgraded traffic signals, underground electrical work, curb and sidewalk reconstruction, and minor road restoration. Temporary lane restrictions and occasional traffic signal disruptions will be required during construction.

Background
In 2024, Town staff completed a traffic study that identified the need for infrastructure improvements at three locations. The 2025 Traffic Signal Improvements project and the Bi-Annual Sidewalk Replacement project were both approved as part of the 2026 capital budget and funded through the Infrastructure Reserve.

Following a report from staff indicating the sidewalk replacement work has been deferred, at the June 24, 2026, meeting Council approved the reallocation of those funds to support the Traffic Signal Improvements project bringing the overall budget for the three projects to $800,000. Northumberland County is covering costs for the D’Arcy Street and Elgin Street East traffic signal infrastructure, and cost sharing with the Town for civil works (i.e. curbs, pavement markings, etc.).

This initiative reflects the Town’s commitment to improving safety for children, pedestrians, and the broader community.
