Port Hope Police – Project Rubicon Results in 51 Charges Following Multi-Jurisdictional Theft Investigation (No Names Released)

The Port Hope Police Service and Cobourg Police Service have concluded Project Rubicon, a joint project spanning multiple jurisdictions across Ontario, which began following the theft of approximately $500,000 worth of copper wiring from Port Hope in August 2025.

As the project progressed, officers uncovered evidence linking the accused parties to a series of large-scale transport trailer thefts throughout Ontario.

On April 9, 2026, with the assistance of the Ontario Provincial Police Repeat Offender Parole Enforcement Squad, investigators arrested the accused parties and executed multiple search warrants in the Brampton area.

As a result of the project, the accused parties were charged with a combined total of 51 Criminal Code offences and were held for bail.

Charges include:

  • Possession of Proceeds of Crime Over $5,000 (x6)
  • Possession of Proceeds of Crime Under $5,000
  • Possession of a Schedule I Substance – Heroin (x2)
  • Possession of a Schedule I Substance – Cocaine
  • Theft Over $5,000 (x7)
  • Theft of Motor Vehicle (x13)
  • Possession of Property Obtained by Crime Over $5,000 (x6)
  • Possession of Property Obtained by Crime Under $5,000 (x3)
  • Possession of Break-In Instruments (x3)

During the execution of the search warrants, officers also seized $67,460 in Canadian currency believed to be proceeds of crime, along with additional evidence relevant to the project.

The successful completion of this lengthy project was made possible through funding provided by the Government of Ontario, Ministry of the Solicitor General, with support from Criminal Intelligence Service Ontario for this joint investigation
