The Northumberland Detachment of the Ontario Provincial Police (OPP) has laid multiple charges in various investigations over the past week.
On February 25, 2026, at around 11:30 p.m., OPP responded to a report of an impaired driver on Telephone Road in the Township of Hamilton.
Officers located a vehicle matching the description near Burnham Street North. After speaking with the motorist, police entered into an impaired operation investigation which resulted in the individual being taken into custody. Several additional traffic offences were also identified.
While in custody, the accused obstructed and assaulted a police officer. No injuries to the officer were reported at this time.
As a result, Erin DELAVIGNE-MILLS (33) from Cobourg, has been charged with:
· Failure or refusal to comply with demand
· Operation while impaired – alcohol and drugs
· Dangerous operation
· Assault a peace officer
· Use plate not authorized for vehicle
· Operate a motor vehicle without insurance
· Fail to produce permit
· Possess more than one license
The accused is due to appear before the Ontario Court of Justice in Cobourg in April.
On February 27, 2026, shortly after 11:30 a.m., police received a report of an impaired driver in a pickup truck in the area of Front Street South in the Municipality of Trent Hills.
An officer located the vehicle and driver in a parking lot. After speaking with the individual, police began an impaired operation investigation. The person was taken into custody and transported to a local detachment for further testing.
Mark MONGRAW (41) from Hastings, has been charged with:
· Operation while impaired – blood alcohol concentration (80 plus)
· Novice driver – B.A.C. above zero
The accused is due to appear before the Ontario Court of Justice in Cobourg in April.
On February 27, 2026, at around 10:30 p.m., police responded to a report from the Fire Department regarding a single-vehicle collision on County Road 28 in the Township of Hamilton.
Police spoke with the uninjured driver and began an impaired driving investigation, resulting in the person being taken into custody and transported for further tests.
Steven KELLER (37) from Peterborough, has been charged with:
· Operation while impaired – blood alcohol concentration (80 plus)
· Operation while impaired – alcohol and drugs
The accused is due to appear before the Ontario Court of Justice in March.
On March 1, 2026, at approximately 1:00 p.m., OPP received a traffic complaint regarding a vehicle unable to maintain its lane while travelling southbound on County Road 28 in the Municipality of Port Hope.
The vehicle was stopped by police and, after speaking with the driver, an impaired operation investigation was initiated.
As a result, Christina THOMAS (42) from Port Hope, was arrested and charged with:
· Failure or refusal to comply with demand
· Possess more than one license
· Driving motor vehicle with open container of liquor
The accused is due to appear before the Ontario Court of Justice in Cobourg in April.
On September 19, 2024, police received a complaint involving an individual who had been engaged to provide building design and planning services at a business in the Municipality of Brighton. The caller also reported that false documents had been produced to secure the transaction.
As a result of the investigation, a warrant was sought, and on February 27, 2026, OPP arrested the individual.
Matthew GOHEEN (39) from Belleville, has been charged with:
· Fraud over $5,000
· Obtaining by false pretense
The accused is due to appear before the Ontario Court of Justice in March.
For each of the accused charged with impaired operation, a 90-day Administrative Driver’s License Suspension (ADLS) and a seven-day vehicle impound were also imposed.
