OPP – Limo Driver Charged with Impaired and Dangerous Driving

A limousine driver was arrested and charged with Impaired Operation of a Motor Vehicle after the passengers forced the driver to pull the vehicle to the shoulder of the QEW out of concern for their safety.

On Friday, July 11, 2025, at 10:56 p.m., members from the Burlington OPP responded to the QEW Toronto bound near Fifty Rd in the City of Hamilton. One of 10 passengers from a limousine was reporting that they had forced the driver to pull to the shoulder and took away the keys to the vehicle as they believed that the driver was impaired. The driver of a separate vehicle had also called in to report the erratic driving of the limousine.

Officers from Burlington OPP arrived on scene of the limousine on the shoulder and spoke with the passengers and the driver. The driver of the limousine was arrested at the scene and taken to the Niagara detachment for breath tests. There was no collision involved and no injuries.

As a result of the investigation, Mathew OWUSU-AFRIYIE, age 64, from Toronto has been charged with:

·      Operation While Impaired – Alcohol and Drugs

·      Operation While Impaired – Blood Alcohol Concentration (80 Plus)

·      Dangerous Operation

The accused was released from custody and is set to appear on August 22nd, 2025, at the Ontario Court of Justice, Hamilton.

The OPP remains committed to taking alcohol/drug-impaired drivers off our roads through enforcement and public education. The OPP relies on the public to report crime. Impaired driving is a serious crime that should be treated no differently. If you suspect that someone is driving while impaired by alcohol or drugs, it is important to call 9-1-1 to report it.
