The Repeat Offender Parole Enforcement (R.O.P.E.) Squad is requesting the public’s assistance in locating a federal offender wanted on a Canada Wide Warrant as a result of a breach of their Statutory Release.

1Lucan WATTERS is described as a Caucasian Male, 47 years of age, 5″6′(168cm), 130 lbs.(59kgs) WATTERS has several Tattoos;

Left side of neck – wave

back of neck- ‘FTW’

upper left arm – ‘hard luck’ with a green clover,

upper right arm – barbed wire,

chest – ‘J.D.J.D’

lower back – “Watters”

WATTERS is serving a 4-year, 11-month, 5-day sentence for the following:

POSS SCHEDULE I/II SUBST FOR PURP TRAFF

B E W/INTENT – NOT DWELLING HOUSE

UNAUTH POSS FA/PROH OR REST WPN IN M/V

POSS WEAPON CONTRARY TO PROH ORDER

FAIL TO COMPLY WITH ORDER – AT LARGE

FAIL TO ATTEND COURT SUBS

The offender is known to frequent Peterborough, Trent Hills, Campbellford, Norwood, Toronto.
