The Town of Cobourg would like to remind residents that Municipal Council will hold a Public Meeting on Monday, October 30, 2023, at 5 p.m. in the Council Chambers at Victoria Hall to discuss developing a regulatory framework to address Short Term Rental Accommodations (STRAs).

The Town of Cobourg is proposing to amend Zoning By-law #85-2003, and to introduce a Licensing By-law to permit and regulate STRAs. These two by-laws will function in tandem, forming the framework for STRAs in the Town of Cobourg. This Public Meeting is to hear comments on both the proposed amendment to the Zoning By-law and the Licensing By-law.

The Zoning By-law Amendment (File No. ZB-2023-004) proposes to permit Short Term Rental Accommodations in limited areas across the Town, to add definitions, and to establish regulations including minimum parking requirements specific to STRAs.

The Licensing By-law proposes to establish regulations for STRAs that shall operate in tandem with the proposed changes to the Zoning By-law. The intent of a licensing program is to create equal standards for all STRA operators, to create a standardized process by which to address complaints, to educate and guide owners and renters, and to instate an annual licensing fee for operators.

The purpose of the Public Meeting is to inform the public of the nature of the proposed by-laws, invite public input, and answer questions regarding the proposed amendments.

The Meeting will take place in hybrid format. In-person public meetings take place in the 3rd Floor Council Chambers, Victoria Hall, 55 King Street West, Cobourg. If you wish to participate via Zoom Video Conference, please register with Brent Larmer, Municipal Clerk, via e-mail at clerk@cobourg.ca or by phone at (905) 372-4301 no later than 12:00 p.m. on October 30, 2023. If you have limited access to technology or do not wish to participate via electronic platform, you may use a telephone and call in to participate.

Written submissions to the Municipal Clerk, 55 King Street West, Cobourg, Ontario, K9A 2M2 in advance of the Public Meeting are encouraged and will be made available to any interested person at the Meeting. Comments can also be submitted through EngageCobourg.ca at any time leading up to the Public Meeting.

In-Person Attendance

Please note, in the event additional seating is required, overflow seating will be available in the Courtroom on the first floor of Victoria Hall with a livestream of the meeting broadcasted. A staff member will be available to ensure attendees seated in the Courtroom are moved into Council Chambers for their turn to speak.
