OPP – Criminal Charges Laid Against Former MTO Employee

OPP investigation into the actions of former MTO employee Richard Pereira

(ORILLIA, ON) – The Ontario Provincial Police (OPP) Anti-Rackets Branch (ARB) have laid additional criminal charges against an Oshawa resident, following an investigation into a breach of personal information within the Ministry of Transportation.

On December 12th 2019, the OPP arrested and charged Richard PEREIRA (36 years) of Oshawa with several criminal offences, including breach of trust. He was released from custody and detectives from the Anti-Rackets Branch continued their investigation, with assistance from the Ministry of Transportation.

In October 2020, as a result of a nine month investigation, the OPP Anti-Rackets Branch have laid the following additional criminal charges against PEREIRA:
Breach of trust, contrary to section 122 of the Criminal Code (10 counts)
Conspiracy to commit breach of trust, contrary to section 465 of the Criminal Code (7 Counts)
Unauthorized use of a computer system, contrary to section 342.1 of the Criminal Code (10 Counts)
Mischief to data, contrary to section 430(1.1) of the Criminal Code (2 Counts)
Identity theft, trafficking identity information, contrary to se ction 402.2 of the Criminal Code (1 count)
Fraud on government, contrary to Section 121(1)(b) of the Criminal Code (1 Count)

Also jointly charged as a result of this investigation are the following individuals (note: they are not current or historic employees of the MTO):
Tanya UHLMANN (34 yrs) of Pickering:
Breach of trust, contrary to section 122 of the Criminal Code (3 counts)
Conspiracy to commit breach of trust, contrary to section 465(1)(c) of the Criminal Code (3 counts)
Unauthorized use of a computer, contrary to section 342.1(1)(c) of the Criminal Code (4 Counts)
Fraud on Government, contrary 121(1)(b) of the Criminal Code (1 count)

Carsten UHLMANN (39 yrs) of King City:
Breach of trust, contrary to section 122 of the Criminal Code (4 counts)
Conspiracy to commit breach of trust, contrary to section 465(1)(c) of the Criminal Code (4 counts)
Unauthorized use of a computer, contrary to section 342.1(1)(c) of the Criminal Code (4 counts)
Mischief to data, contrary to section 430(5) of the Criminal Code (1 count)

Rob BARLETTA (50 yrs) of London:
Breach of trust, contrary to section 122 of the Criminal Code (3 counts)
Conspiracy to commit breach of trust, contrary to section 465(1)(c) of the Criminal Code (3 counts)
Unauthorized use of a computer, contrary to section 342.1(1)(c) of the Criminal Code (3 Counts)
Mischief to data, contrary to section 430(5) of the Criminal Code (1 count)

The accused are scheduled to appear in court on the 20th of November 2020 at Ontario Court of Justice in Peel, located at 7755 Hurontario Street, Brampton.
