Today’s Northumberland spoke with Manager of Planning Services with the Town of Cobourg to put an end to the rumours circulating about a business going in across the street from CCI and about the possibility of a business alteration on Division Street.

The building located at 316 King Street East which is directly across from Cobourg Collegiate Institute and commonly referred to as the Medical Clinic.

Franklin stated one-third of the building will be converted into three, 10-unit pods for rehabilitation residential treatment centre for up to 30 residents.

“It has almost been granted approval,” stated Franklin.

The final stages have just about been finalized.

“Because it’s a residential treatment centre it would be overnight. I don’t have a length of time.”

“Other treatment centres that we have talked with, potentially looking at Cobourg as a location, talk about that 20 to 60 day type rehab treatment centre.”

But stated he doesn’t have the specific yet on the length of stay pertaining to the one on King Street East.

Each “pod” has their laundry area and lounge, but there is no specific dining room.

Franklin states it is not similar to Transition House which is an emergency shelter.

“This is specifically for treatment. There are treatment facilities, treatment room, counselling services.”

“It’s not a drop-in, drop-out centre, emergency shelter, not for (the) homeless.”

The private company is just finishing up conditions with the building department then alterations will be taking place.

Regarding a business on Division Street that is rumoured as being the possibility for a residence for up to 70 people with addictions Franklin said, “I’m not familiar with any specifics. There has been no application come through for a change of use or added use.”

The property is zoned commercially and has a “wide allowable stretch of uses, but that is currently not one of them. In terms of a rehab clinic.”

Franklin said there have been “discussions” but nothing is formal at this point.
