Cobourg Mayor Lucas Cleveland is pushing back against what he calls “false statements” circulating on social media and local blogs suggesting Town Council has entered a “lame duck” period.
Cleveland issued a statement Friday evening aimed at clarifying when a municipal council can legally be considered lame duck and what that means for decisions being made by the current council.
The mayor said the designation is not automatically triggered simply because a municipal election is approaching.
“‘Lame Duck Council’ occurs when nominations for municipal election candidates close, depending on how many of the existing council members are seeking re-election,” Cleveland stated.
According to Cleveland, lame-duck status is triggered when fewer than three-quarters of an outgoing council can be re-elected.
“So, despite any assertions otherwise, ‘Lame Duck’ status is not automatically triggered by any election dates or timelines,” he said.
Cleveland was unequivocal about the current status of Cobourg Council.
“So, to be clear, this current Council is NOT in a ‘Lame Duck’ position and very well may not be for the remainder of this Council term,” he stated.
The mayor’s comments come amid discussion surrounding recent decisions by Council, including Wednesday’s vote to establish an Interim Control By-law (ICBL).
Cleveland said the current council continues to have its full authority to make decisions.
“Votes we have taken, including yesterday’s vote to establish an Interim Control By-law (ICBL), are completely legitimate and are as binding as any undertaken over the previous years of this term of Council,” he said.
The mayor also criticized what he described as an inaccurate narrative developing online.
“I thought it important to clear up the false statements I see on social media and on certain local blogs, only because the false narrative and inaccurate nature of these claims can engender an atmosphere that calls into question important decisions undertaken by your Council,” Cleveland said.
Cleveland said Council will continue carrying out its responsibilities unless and until the legal conditions for a lame-duck council are met.
“We, as a Council, will continue to discharge our full Council responsibilities accordingly until such time as we improbably fall into a ‘Lame Duck’ situation,” he stated.
With the 2026 municipal election approaching, the issue of lame-duck authority is likely to remain a topic of discussion as nominations and re-election decisions determine whether the legal threshold is eventually reached.
For now, Cleveland says Cobourg Council remains fully empowered to conduct municipal business and that decisions being made by Council carry the same authority they have throughout the current term.
