Belleville Police – Belleville Man Charged with Theft and Impaired Driving (Name Released)

Total calls for service – Belleville Police responded to 90 calls for service over a 24-hour period beginning at 5:00 am on September 23, 2025 to 5:00 am on September 24, 2025.

On September 23rd at 12:13pm, Belleville Police responded to a report of theft from a business on Bell Blvd. Video surveillance showed a male suspect stealing items before leaving in a vehicle with a female passenger.

At 12:56pm, Belleville police received a separate report of a possible impaired driver in the downtown area. Officers attended and located the suspect vehicle in a parking lot, which was bearing the same license plate as the vehicle involved in the earlier reported theft.

Officers approached the vehicle and spoke to the male driver. Upon further investigation, officers observed the male to be impaired and observed glass pipes in the vehicle.

As a result of investigation, Mark Proctor, 49-year-old Belleville man, was arrested and charged with:
· Theft under $5000
· Operation while impaired – alcohol and drugs

He was also charged under the Highway Traffic Act with:
· Drive commercial motor vehicle – no license
· Failure to surrender permit for motor vehicle

He was released on an Undertaking and scheduled to appear in court in November.
