OPP – Police Seize More Than $4 Million in Illegal Cannabis in Bobcaygeon (Names Released)

More than $4 million in illegal cannabis plants, clones and processed cannabis bud seized and three people charged following a Cannabis Act (CA) investigation.

On Wednesday, June 11, 2025, the Ontario Provincial Police (OPP) Provincial Joint Forces Cannabis Enforcement Team (PJFCET) responded to a location in Bobcaygeon, following a referral from Health Canada regarding cannabis being grown in contravention of the issued registrations. Assistance was provided by the City of Kawartha Lakes OPP and OPP Community Street Crime Unit members in Peterborough/Nort humberland and the City of Kawartha Lakes.

Investigators located and seized approximately 3,750 illegal cannabis plants, 12,500 cannabis clones, as well as approximately 430 pounds of dried, processed cannabis.

As a result of the investigation, three individuals were each charged with cultivating cannabis without authorization, contrary to s. 12(6)(a) of the CA:

Xiao DONG, age 50 of Markham

Qiaoli GUAN, age 49 of Calgary, Alta.

Mei HUANG, age 55 of Markham

The accused were released from custody and are scheduled to appear before the Ontario Court of Justice in Lindsay on July 10, 2025.

The investigation is ongoing.
