Exclusive – Fentanyl Found in Victoria Hall in Cobourg

A random test confirmed traces of Fentanyl found in the men and women’s washrooms of Victoria Hall on Monday, January 26, 2026.

Jordan Stevenson, Executive Director of the Integrated Homelessness & Addictions Response Centre (IHARC) which operates in Northumberland County conducted three random tests on small samples found on top of the toilet paper dispensers in both washrooms.

Stevenson said he noticed, “crumbs that were consistent with what looked to be Fentanyl.”

Three samples were taken from both the men’s and women’s washrooms and tested using a kit from the Lakeridge Health Unit.

“Suspicions were confirmed – it was Fentanyl.”

Stevenson said even small traces of Fentanyl, “could pose a risk to not only users of the washroom, but also staff at the Town.”

“Even small trace amounts in the right circumstances can absolutely cause harm to anybody.”

“If a small child was to get in there and put their hands on that – anybody that touches it puts their hand on their mouth, or rub your nose, it could prove to be a fatal dose.”

The harm of where it was located on top of the toilet paper dispenser, it doesn’t stand out as something dangerous, or even deadly which is also a cause for concern.
