The Municipality of Port Hope has launched a comprehensive review of both its Council composition and ward boundaries to ensure fair and effective representation for residents now and into the future.
With Port Hope’s population expected to grow and change in the years ahead, this two-fold review will assess how well the current Council structure and ward boundaries reflect the community today, and whether adjustments are needed to prepare for future population shifts.
To lead this important initiative, the Municipality is working with Watson and Associates Economists Ltd., a consultant with expertise in governance and ward boundary reviews.
The review includes extensive public consultation and engagement opportunities at various stages throughout the review process. Currently, residents are invited to provide feedback on both the current ward boundaries and the overall Council composition. Key considerations in the process include population size, geography, community history, community interests, and minority representation.
Later, residents will be invited once again to provide their comments and considerations on any recommended options related to ward boundaries and Council composition.

Background
The Municipality of Port Hope was established in 2001 through the amalgamation of the former Town of Port Hope and the Township of Hope. At that time, it was determined that Council would be composed of a Mayor and six Councillors: four Councillors elected to represent Ward 1 (urban) and two Councillors elected to represent Ward 2 (rural). Additionally, in Port Hope, the Deputy Mayor is appointed on a rotating basis, per the Deputy Mayor appointment schedule.
Since amalgamation, no formal review of Council composition or ward boundaries has been conducted. Recognizing the importance of equitable representation, Council directed staff through a Notice of Motion on May 20, 2025 to undertake this review.
