Peterborough County OPP – Overdose Investigation Leads to Charges (Name Released)

Members of the Peterborough County Detachment of the Ontario Provincial Police (OPP) Crime Unit have charged an individual in relation to a fatal drug overdose investigation in August of 2022.

On August 20, 2022, Peterborough County OPP responded to a single vehicle collision where the vehicle left the road and entered the ditch. Officers located two individuals who appeared to be in medical distress. Officers were able to successfully administer naloxone to the passenger, who survived. The driver, a 32-year-old male from Peterborough, was pronounced deceased at the scene of the collision.

On May 30, 2023, Matthew KULLA, age 35, of Peterborough was arrested and charged with:

·      Manslaughter, Criminal Code (CC) sec. 236(b)

·      Causing Death by Criminal Negligence, CC sec. 220(b)

·      Traffick in Schedule I Substance – Cocaine, Controlled Drugs and Substances Act (CDSA) sec. 5(1)

·      Traffick in Schedule I Substance – Other Drugs, CDSA sec. 5(1)

The accused was held for bail and was scheduled to appear before the Ontario Court of Justice in Peterborough on May 30, 2023.

The investigation is continuing under the direction of the OPP Criminal Investigation Branch (CIB). Investigators are actively looking for further information regarding this case.
