Cobourg Man Receives By-Law Ticket for Feeding Waterfowl – Again

A Cobourg man was given his forth ticket for the same by-law offence on Thursday, March 3, 2022.

All the tickets pertain to feeding of the waterfowl by the boat launch in Cobourg Harbour basin.

Shortly before 1 p.m. on Thursday, bylaw officers attended the area of the boat launch and observed Bill Thompson with two buckets in his possession.

Shortly before arriving Thompson was feeding the waterfowl along the shoreline.

If convicted, the fine would be $105.00.

Thompson has been ticketed three times in the past (last one in 2015) with one of the tickets being withdrawn and two others quashed on technical court procedures.

Thompson has stated he feeds the birds because there is no food in the area because of the harsh winters.

Under the Corporation of the Town of Cobourg Feeding of Waterfowl By-Law 044-2012 the by-law prohibits the feeding of waterfowl, pigeons and wild animals on municipal lands in the Town of Cobourg.

The bylaw also states there is a “extreme environmental condition” that shall mean severe and prolonged conditions which are challenging for most life forms as issued by Environment Canada.

The exemption states: “The Municipal Council of the Town of Cobourg may grant an exemption in extreme environmental conditions and special circumstances through a delegation to Council, from any provision of this by-law and impose conditions for such exemption as may be considered reasonable and necessary, provided such exemption does not interfere with the general integrity of this by-law.”
