Cobourg Council Approves Elgin Park Rezoning

Progress is being made on the remodelling of the Elgin Park housing development with a rezoning vote at Cobourg council’s committee-of-the-whole meeting Monday.

This property currently has nine semi-detached two-storey dwellings owned by Northumberland County Housing Corporation that run along Elgin Street at the northeast corner of Elgin and D’Arcy, providing homes to 18 families. They will be demolished in stages so the property can be redeveloped to accommodate four 10-unit buildings fronting on Elgin Street East – 18 of them subsidized – as well as a small central amenity building. The units will vary from one to four bedrooms in size, and several will be planned as fully accessible.

Director of Planning and Development Glenn McGlashon said plans as they currently stand take into account some of the feedback they have received from public engagement and agency consultation.

The development has been shifted slightly southward from Elgin due to requirements of county setback and road-allowance dedications, and amenity space (like decks and patio space) has been enlarged.

The town’s formula dictated a minimum of 50 parking spaces, and 52 have been included.

Councillor Emily Chorley was glad to see that revisions have resulted in individual laundry facilities for each unit.

These will be located in the basement of the units for the most part, McGlashon said – except in the accessible units, where they will be put on the ground floor.
