Cobourg Police – Drugs and Prohibited Weapon Arrest

On Thursday July 2, 2020 at approximately 11:00 AM, police conducted a traffic stop in relation to an ongoing bail compliance investigation started in late June 2020. As a result of the investigation, a male and female were arrested for breaching release conditions and being in possession of approximately 0.8 grams of suspected purple fentanyl and a switch blade knife that were seized.

Aaron CLIMAN, a 39 year old male from Napanee and Tammy BARSLEY, a 37 year old female from Napanee were arrested and charged with the following offences:

Co-accused CLIMAN:
1. Fail to Comply with Undertaking – Contrary to Section 145(4)(a) of the Criminal Code of Canada

2. Fail to Comply with Undertaking – Contrary to Section 145(4)(a) of the Criminal Code of Canada

3. Fail to Comply with Probation – Contrary to Section 733.1(1) of the Criminal Code of Canada

4. Fail to Comply with Probation – Contrary to Section 733.1(1) of the Criminal Code of Canada

5. Drive Motor Vehicle – Fail to Display Two Plates – Contrary to Section 7(1)(b)(i) of the Highway Traffic Act

6. Use Plates Not Authorized – Contrary to Section 12(1)(d) of the Highway Traffic Act

7. Owner Operate Motor Vehicle Without Insurance – Contrary to Section 2(1)(a) of the Compulsory Automibile Insurance Act

8. Possession of a Prohibited Weapon – Contrary to Section 92(2) of the Criminal Code of Canada

9. Possession of a Controlled Substance – to wit Fentanyl – Contrary to Section 4(1) of the Controlled Drugs and Substances Act

10. Possession of Prohibited Weapon – Contrary to Prohibition Order – Contrary to Section 117.01(1) of the Criminal Code of Canada

11. Possession of Prohibited Weapon – Contrary to Prohibition Order – Contrary to Section 117.01(1) of the Criminal Code of Canada

Co-accused BARSLEY

1. Possession of a Prohibited Weapon – Contrary to Section 92(2) of the Criminal Code of Canada

2. Possession of a Controlled Substance – to wit Fentanyl – Contrary to Section 4(1) of the Controlled Drugs and Substances Act

3. Fail to Comply with Undertaking – Contrary to Section 145(4)(a) of the Criminal Code of Canada
Co-accused CLIMAN was held for a bail hearing and co-accused BARSLEY was released on an undertaking with conditions.
