Cobourg Police – Man Arrested for Voyeurism and Search Warrant Executed

A Cobourg man has been charged with voyeurism and sexual assault after police investigate report of a
woman being followed around a store.

On August 30, 2021, a woman was followed around a store by a man. The man used his phone to take an
inappropriate photo of the woman. Police commenced an investigation, and the suspect was identified.

On Friday, September 3, 2021, the suspect was arrested for voyeurism.

On Saturday, September 4, 2021, uniform members of the Cobourg Police, with the assistance of the Criminal
Investigations Branch and the Forensic Identification Officer, executed a search warrant at the accused’
residence in Cobourg. A number of electronic items were seized for examination.

As a result of this police investigation, 26-year-old Richard John Cooper of Cobourg is charged with the
following offences:

Voyeurism contrary to section 162(1) of the Criminal Code

Sexual Assault contrary to section 271 of the Criminal Code

Criminal Harassment contrary to section 264(1) of the Criminal Code

Cooper was held in custody pending a Show Cause Hearing.
