Cobourg Police – HTA and Drug Charges

A traffic stop conducted by Cobourg Police leads to Highway Traffic Act and drug charges.


On Friday, April 16, 2021, police on general patrol on Division Street in the Town of Cobourg observed a vehicle with invalid Ontario licence plates. Police conducted a traffic stop.
As a result of police investigation driver, Matthew BURNS, a 34-year-old man from the municipality of Port Hope, was arrested. During a search incident to arrest, police located suspected drugs:
• 3.6 grams of crystal methamphetamine
• 0.8 grams of crack cocaine
• 1.6 grams of powder cocaine
• 33.3 grams of gamma-hydroxybutyrate (GHB)
• 3.2 grams of cannabis
BURNS was charged with the following offences:

Use Plates Not Authorized for Vehicle – Contrary to Section 12)(1)(d) of the Highway Traffic Act

Drive Motor Vehicle no Validation on Plate – Contrary to Section 7(1)(c)(i) of the Highway Traffic Act

Operate Motor Vehicle no Insurance – Contrary to Section 2(1)(a) of the Compulsory Automobile
Insurance Act

Possession of Illicit Cannabis – Contrary to Section 8(1)(b) of the Cannabis Act

Drive Vehicle with Cannabis Readily Available – Contrary to Section 12(1) of the Cannabis Control Act
2017

Possession of a Schedule I Substance – to wit Crystal Methamphetamine – Contrary to Section 4(1) of
the Controlled Drugs and Substance Act

Possession of a Schedule I Substance – to wit Crack Cocaine – Contrary to Section 4(1) of the
Controlled Drugs and Substance Act

Possession of a Schedule I Substance – to wit Cocaine – Contrary to Section 4(1) of the Controlled
Drugs and Substance Act

Possession of a Schedule I Substance to wit Gamma Hydroyybutyrate – Contrary to Section 4(1) of the
Controlled Drugs and Substance Act

Fail to Comply with Undertaking – Contrary to Section 145(4)(a) of the Criminal Code of Canada


The accused was released on an undertaking and summons with a future court date.
