Northumberland County Council Approves Countywide Development Charges By-Law

In City Hall

Northumberland County Council today passed by-law to implement countywide development charges as of October 1, 2020.

“New developments often result in a need for enhancements to local infrastructure to support the growth,” states County Warden Bob Sanderson.

“Introducing countywide development charges will ensure that development pays for infrastructure growth, such as road improvements, new facilities and other infrastructure required to meet the needs of the growing community. This reduces the impact on the existing taxpayers, and helps us ensure our community has the infrastructure it needs to continue to thrive into the future.”

The Countywide Development Charges By-Law process launched in January 2020 with a Council workshop to present preliminary findings. The Background Study and draft by-law were released to the public in February, and meetings were held with stakeholders and the public between February and July 2020.

The current Development Charges Background Study and By-law are available online at Northumberland.ca/DevelopmentCharges, and copies of the by-law are also available at Northumberland County Headquarters, located at 555 Courthouse Road, Cobourg.
