Since May 1, 2024, the 2024 Downtown Action Plan comprises a series of proactive crime prevention measures alongside ongoing harm reduction programs. Enforcement of laws and regulations will be a critical focus, particularly in interactions requiring direct intervention due to specific actions or behaviours of individuals.
As part of ongoing proactive engagement and enforcement efforts members of Uniform Patrol and the Criminal Investigations Branch at 6:30 PM on May 15th, 2024, conducted a traffic stop of a vehicle in the area of Chapel Street and John Street in the Town of Cobourg. Upon further investigation, it was learned that an occupant of the vehicle, 26-year-old Chunell PHILLIPS of Toronto, was on a Release Order for the following offences:
1) Possession of Property Obtained by Crime contrary to section 354(1)(a) of the Criminal Code
2) Tampering with Vehicle Identification Number contrary to section 353.1 of the Criminal Code
3) Possession of a Loaded Restricted Firearm contrary to section 95(1) of the Criminal Code x2
4) Possession of a Restricted Firearm Knowing the Person is not the Licence Holder contrary to section 92(1) of the Criminal Code x2
5) Possession of a prohibited device knowing its possession is unauthorized contrary to section 92(2) of the Criminal Code x2
6) Unauthorized Possession of a Firearm in a Motor Vehicle contrary to section 94(1) of the Criminal Code x2
7) Possession of a Firearm contrary to Order contrary to section 117.01(1) of the Criminal Code x2
As part of this Release Order PHILLPS was bound by a condition to remain in his residence in Toronto at all times. As a result, PHILLIPS was arrested and charged with the following:
1) Fail to comply with Judicial Release Order contrary to section 145(5)(a) of the Criminal Code
PHILLIPS was held in custody.
