Northumberland OPP – Clarington Man Charged with Impaired by Drugs and Possession of Unmarked Cigarettes (Name Released)

(ALNWICK-HALDIMAND TOWNSHIP, ON) – Officers from the Northumberland Detachment of the Ontario Provincial Police (OPP) have charged a driver for impaired operation by drugs.

On January 31, 2024, at approximately 10:10 a.m., police responded to a traffic complaint regarding a passenger vehicle on Highway 401. The vehicle was located on County Road 45 in Alnwick-Haldimand Township. The investigation led officers to arrest for impaired operation and the driver was transported to a detachment where tests were performed by a Drug Recognition Evaluator (DRE).

Ryan STROUD, 42-years-old, from Clarington, has been charged with the following offences:

·        Operation while impaired – alcohol and drugs.

·        Possess unmarked cigarettes.

A further 90-day Administrative Driver Licence Suspension (ADLS) and a seven-day vehicle impound was initiated as per statute.

The accused is scheduled to appear before the Ontario Court of Justice in Cobourg at a future date.

Drivers who are impaired by drugs or alcohol continue to pose a significant threat on Ontario Roads. In order to enhance the OPP’s ability to detect and evaluate drug-impaired drivers, the organization continues to expand the DRE program and increase the number of officers trained in Standardized Field Sobriety Testing (SFST).
